The Ministry of Labor, Invalids and Social Affairs has just issued Decision 636/QD-LDTBXH in 2019 announcing new administrative procedures, which have been amended, supplemented, and abolished in the field of labor and wages.

The procedures for submitting the wage scale, payroll, and labor norms of enterprises are prescribed as follows:

- Step 1: The enterprise establishes the wage scale and payroll according to the principles prescribed by the Government of Vietnam and sends them to the district-level state labor management agency;- Step 2: The district-level state labor management agency receives the registered wage scale and payroll. If the state management agency detects that the wage scale and payroll violate the principles, it shall notify the enterprise to amend and supplement accordingly.

Employers employing 10 or more workers shall submit the dossier directly or by post. The dossier components and quantity include the enterprise's wage scale, payroll, and labor norms.

No fees or charges shall be imposed for the procedure of submitting the enterprise's wage scale and payroll.
