The Planning Law 2017 was passed by the XIV National Assembly, 4th session on November 24, 2017, and officially came into effect on January 1, 2019.

The planning adjustment shall be implemented upon the occurrence of any of the following grounds:

- The objectives of the socio-economic development strategy, sector development strategy, or field adjustment altering the planning objectives;- Adjustments of higher-level plans changing the content of or conflicting with plans of the same level;- Adjustments or changes in administrative boundaries affecting the nature, scale, and spatial structure of the planning;- The impact of natural disasters, climate change, or war altering the objectives, orientation, and spatial organization of the territory;- Abnormal fluctuations in the socio-economic situation limiting the resources for implementing the planning;- The development of science and technology fundamentally altering the implementation of the planning;- The requirement to ensure national defense and security.
