05 Principles of Responding to Incidents and Disasters, Search and Rescue of the People's Public Security of Vietnam

According to Vietnam's Circular 05/2021/TT-BCA, the People's Public Security force must adhere to the following principles in incident and disaster response and search and rescue activities:

• Information on incidents, natural disasters, and search and rescue must be promptly notified to the People's Committees and competent agencies where the incidents or natural disasters occur in Vietnam;

• Actively and promptly prepare forces, means and equipment to support response activities; bring into play the synergy of the entire people and forces participating in incident and disaster response and search and rescue, in which the armed forces are the core;

• Follow the motto "four on the spot" (on-the-spot command; on-site forces; on-site vehicles and supplies; on-site logistics) to be ready to respond promptly and effectively;

• Command ensures the safety of people and vehicles participating in incident and disaster response, search and rescue; contributes to minimizing damage caused by natural disasters and incidents; and coordinates forces participating in disaster response, search and rescue uniformly and closely.

• Heads of units under BCA assigned to perform the task are responsible for directing the implementation and urging and inspecting the implementation of programs and plans to respond to incidents, natural disasters, and search and rescue.
