Guidance on raising the quality of care and attitude of serving patients of nurses

Currently, in order to strengthen the protection, care and improvement of people's health in the new situation, including activities to look after patients all sides, have done many hospitals to proactively renovate the model, improve the quality of care and mental, the serving attitude of the nurses towards the satisfaction of patients. However, in case the patient and the patient have shown the attitude and behaviors of the nurses are not good.

Before this conditions, the Ministry of Health issued the Official Dispatch 512/KCB-DD & amp; The Ministry of Health shall guide the Healthcare Management Department and the Ministry of Health in proposing directors of provincial/municipal Health Services, heads of health sections of branches, directors of hospitals and research institutes with patient beds under the Ministry of Health to direct their attached units to well implement the following:

- Properly implementing the regulation on nursing activities in the Circular No. 31/2021/TT-BYT dated December 28, 2021 of the Minister of Health.

- Continue implementing effectively the "Innovation of serving manner and attitude of medical officials towards the satisfaction of patients". Provide training to improve communication and behavior skills for nurses in the unit and supervise the implementation;

- Continue standardizing nursing and midwifery under the Joint Circular No. 26/2015/TTLT-BYT-BNV dated October 07, 2015 by the Ministry of Health and Ministry of Home Affairs on codes of professional titles of convalescence, midwife and medical technique.

- Organize practical activities or ceremonies for International Nursing Day of December 5 in order to honor collectives and individuals nursing that have recorded outstanding achievements in taking care of patients and behaving at units and have forms of timely handling for violators.

Accordingly, the Ministry of Health guides the units to be trained to improve the service quality. In addition, the units still have to properly implement the regulations on nursing and standardization of nursing; At the same time, measures shall be promptly taken when there are individuals who violate corresponding behaviors to patients and/or patients.

Patient admission procedures

According to Article 5 of the Circular No. 31/2021/TT-BYT, the receipt and judgment of patients are specified as follows:

- Receipt, classification, screening and first aid:

+ Receive and cooperate with doctors in classifying, screening and providing first aid for primary patients; arrange patients according to the order of priority of the medical condition of the patients (elderly people, wounded soldiers, pregnant women, children and other beneficiaries of incentive policies) and follow the order of examination; instruct or assist patients in performing medical examination and subclinical procedures as prescribed by doctors;

+ Receive and support procedures and arrange patients for inpatient treatment.

- Clinical assessment:

+ Medical examination and assessment of current health conditions and basic needs of each patient;

+ Identify health risks of the patient;

+ Identifying nursing diagnosis, prioritizing those directly affecting the health and life of patients;

+ Decentralize the care of patients on the basis of the assessment of health conditions of the nurses and assess the risks of scenarios and intensive care of the doctors to cooperate with the decentralized physicians;

+ Forecasts about medical effects and emergencies that may occur during the patient care.

The procedures for patient receipt and patient identification are specified in the Circular No. 31/2021/TT-BYT.
