- The order of execution:

Step 1: Organizations and individuals (vehicle owners) registering vehicles shall comply with the provisions in Article 9 of Circular 24/2023/TT-BCA of the Minister of Public Security: Log in to the public service portal and be responsible for fully declaring the contents specified in the digitally signed vehicle registration declaration or printing the signed vehicle registration declaration, clearly stating the full name and stamp (if it is an agency or organization).

After successful declaration, the vehicle owner receives the online vehicle registration application code and application processing appointment schedule notified by the public service portal via phone message or email address to complete vehicle registration procedures; Provide the vehicle registration file code to the vehicle registration agency to vehiclery out vehicle registration procedures according to regulations; In the event that this cannot be done on the public service portal, the vehicle owner will declare the vehicle registration declaration directly at the vehicle registration agency.

Step 2: The vehicle owner takes the vehicle to the Traffic Police Department to check the vehicle; Provide an online vehicle registration application code and submit the vehicle application according to the regulations in Article 8 of Circular 24/2023/TT-BCA;

Step 3: The vehicle registration officer checks the vehicle owner's documents, compares them with the vehicle owner's data on the vehicle registration and management system, and conducts a physical inspection of the vehicle according to regulations.

Step 4: After the vehicle registration officer checks the vehicle records and ensures that the vehicle is actually valid, the license plate will be issued according to the following regulations:

+ Issuing new license plates in cases where the vehicle owner has not been issued an identification license plate or has an identification license plate but is registering another vehicle;

+ Re-issued according to the identification plate number in case that identification plate has been revoked.

In case the vehicle and vehicle records do not comply with regulations, supplement and complete the records according to the instructions of the vehicle registration officer in the Document Instruction Sheet.

Step 5: The vehicle registration officer issues an appointment letter to return the vehicle registration results and determine the vehicle registration fee.

Step 6: The vehicle owner pays the vehicle registration fee on the Public Service Portal of the Ministry of Public Security and receives a license plate (in case the license plate is issued as prescribed in Point a, Clause 2, Article 12 of Circular 24/2023/TT-BCA ); in case the vehicle owner wants to receive the vehicle registration results via the public postal service, register with the public postal service unit.

Step 7: The vehicle owner receives the vehicle registration certificate and license plate (in case the license plate is issued as prescribed in Point b, Clause 2, Article 12 of Circular 24/2023/TT-BCA) at the vehicle registration agency or from the public postal service unit.

- How to carry out:

+ Directly at the headquarters of the Traffic Police Department. Time: From Monday to Friday (according to the regulations of the Prime Minister).

+ Submit the vehicle registration declaration on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.

+ Return results via postal service or at the vehicle registration agency according to the vehicle owner's wishes.

- Components and quantity of documents:

+ Profile components:

++ Vehicle registration declaration.

++ Vehicle owner's documents

++ Vehicle documents (ownership transfer documents; registration fee documents; vehicle origin documents.

In cases where ministries and branches have connected and shared databases with the vehicle registration and management system, the above documents are electronic data; In cases where there is no electronic data, there must be paper documents according to regulations.

+ Number of documents: 01 (one) set.

- Time limit for resolution:

+ Issuance of vehicle registration certificate: No more than 02 working days from the date of receipt of complete and valid documents.

+ Issuance of identification number plates for the first time: Issued immediately after receiving valid vehicle registration documents.

+ Re-issuance of identification number plates: No more than 07 working days from the date of receipt of complete and valid documents.

+ Time to return vehicle registration results according to regulations calculated from the date of receipt of complete and valid documents, and the vehicle registration and management system has received the authentic result of the completion of the vehicle registration fee payment from the public service portal.
