1. Newest regulation on procedures for the issuance and reissuance of ID cards in Vietnam

According to Article 21 Decree 70/2024/ND-CP stipulating the order, procedures for issuing, replacing, and reissuing ID cards in Vietnam are as follows:

* Order, procedures for issuing, replacing, and reissuing ID cards at the identity management agency

- Citizens go to the identity management agency stipulated in clauses 1 and 2 of Article 27 of the Law on Identification 2023 to request issuance, replacement, reissuance of the ID card, providing information including name, middle name and given name, personal identification number, place of residence for the receiver to check and verify information in the National Database on Population;

In case the requester for issuance, replacement, reissuance of the ID card is the legal representative of a person under 14 years old, the application for issuance, replacement, reissuance of the ID card must include documents and materials with legal value proving that the individual is the legal representative of the person under 14 years old;

- If the information of citizens in the National Database on Population is not available or incorrect, the receiver shall adjust the information according to the regulations in Article 6 of Decree 70/2024/ND-CP before proceeding with the request for issuance, replacement, reissuance of the ID card;

- If the information of citizens is accurate, the receiver who handles the request for issuance, replacement, reissuance of the ID card shall extract the citizen’s information from the National Database on Population. After confirming the accuracy of the requester’s information, the receiver shall follow the procedures for issuing the ID card as stipulated in Article 23 of the Law on Identification 2023.

* Order, procedures for issuing, replacing, or reissuing ID cards through the National Public Service Portal, Ministry of Public Security’s Public Service Portal, or the national identification application

- Citizens choose the procedure, check their information accessed in the National Database on Population. If the information is accurate, they register the time and identity management agency to perform the procedure. The system will confirm and automatically transfer the citizen's request to the identity management agency where the citizen requests issuance, replacement, reissuance of the ID card;

Citizens go to the identity management agency at the registered time and place to perform the procedures for issuing, replacing, or reissuing the ID card according to the order and procedures stipulated in clause 1, Article 21 of Decree 70/2024/ND-CP;

- In case of loss or damage of the ID card, citizens select the reissuance procedure and check the information accessed in the National Database on Population. If the information is correct, they confirm and forward the reissuance request to the identity management agency to consider and resolve the reissuance of the ID card according to the regulations in clause 4, Article 25 of the Law on Identification 2023;

- If the legal representative performs the procedures for issuance, replacement, or reissuance of the ID card for children under 06 years of age, they select the procedure, verify the information of the child under 06 years of age in the National Database on Population. If the information is accurate, the legal representative confirms and forwards the application for issuance to the identity management agency for consideration and resolution of the issuance, replacement, or reissuance of the ID card.

* In case of replacing the citizen’s ID card with an ID card or replacing the ID card, the receiver is responsible for collecting the old ID card, citizen’s ID card, or the current ID card.

* If citizens do not come to the place to perform the procedures for issuance, replacement, or reissuance of the ID card at the registered time and place, the system will automatically cancel the registered appointment at the end of the working day. If citizens still need to issue, renew, or reissue the ID card, they must reschedule the appointment.

* The identity management agency organizes mobile reception of requests for issuance, replacement, reissuance of ID cards for Vietnamese citizens in the country and abroad within its capability and in accordance with the regulations of the Law on Identification 2023, international treaties, and agreements to which Vietnam is a party.

2. Time limit for issuance, replacement and re-issuance of ID cards in Vietnam

Within 07 working days from the date of receipt of the complete application as stipulated by the Law on Identification 2023, the identity management agency must issue, renew, or reissue the ID card.

3. Places where ID cards are issued, replaced or re-issued

- Identity management agency of the District Police, district-level town, city under the province, and city under central authority or the identity management agency of the Provincial Police where the citizen resides.

- The identity management agency of the Ministry of Public Security for cases decided by the head of the identity management agency of the Ministry of Public Security.

- If necessary, the identity management agency stipulated in clauses 1 and 2 of Article 27 of the Law on Identification 2023 shall organize the procedures for issuing ID cards at the commune, ward, commune-level town, agency, unit, or the citizen's residence.
