Below are the criteria for assessment of construction of safe schools for prevention and control of accidents and injuries

The Criteria for assessment of construction of safe schools for prevention and control of accidents and injuries in Vietnam according to Article 11 of Circular 18/2023/TT-BGDDT are as follows:
- The school organizes the implementation and self-assessment of the criteria for safe schools, prevention of accidents and injuries as per the Appendix issued with Circular 18/2023/TT-BGDDT.
- The evaluation results of safe schools, prevention of accidents and injuries are categorized into two levels:
+ “Passed” level: At least 80% of the criteria are assessed at the “Passed” level, with 100% of mandatory criteria assessed at the “Passed” level.
+ "Not Passed" level: Fails to meet the provisions stipulated in point a, clause 2, Article 11 of Circular 18/2023/TT-BGDDT.
- The evaluation results of safe schools, prevention of accidents and injuries are one of the criteria for evaluating and recognizing school quality assurance and national standards compliance as per the Ministry of Education and Training's regulations.
The contents of construction of safe schools for prevention and control of accidents and injuries in Vietnam according to Article 4 of Circular 18/2023/TT-BGDDT are as follows:
- Ensure safety in infrastructure, equipment, means, documents, and teaching materials serving the educational activities of the school.
- Ensure school security and order; prevent school violence, crimes, and social evils; guide students to participate in a safe, healthy online environment, conforming to the law.
- Educate knowledge and skills for drowning prevention; traffic safety; fire prevention; responding to disasters and natural calamities; prevention of falls, collisions, electrocution, and other common accidents and injuries.
- Protect and care for students' health: prevent school diseases; ensure food safety; prevent harms from tobacco and new tobacco products, alcohol, and other addictive substances.
- Implement code of conduct, democratic regulations in the school; educate mental health; provide psychological counseling for students and social work in the school.
Regulations on management of construction of safe schools for prevention and control of accidents and injuries in Vietnam according to Article 5 of Circular 18/2023/TT-BGDDT are as follows:
- Promulgate, organize the implementation of activity plans annually and periodically, associated with the school’s education and development plans; specifically identify resources for implementation, timeline for achieving the criteria for safe schools, prevention of accidents and injuries as stipulated in the Appendix issued with Circular 18/2023/TT-BGDDT.
- Develop and organize the implementation of the coordination regulations for building safe schools, prevention of accidents and injuries among organizations within the school; between the school and parents, clearly defining the responsibilities of each individual and related organization.
- Formulate plans for prevention and response before, during, and after accidents and injuries occur within the school and coordinate with responses outside the school; plans and measures to ensure safety and prevention of accidents and injuries for students when the school or coordinates organizes extra-curricular educational activities.
- Establish a channel for receiving information and a system for recording, tracking, and monitoring the development of building safe schools, prevention of accidents and injuries in the school.
- Conduct regular and periodic inspections of activities building safe schools, prevention of accidents and injuries in the school and compliance with regulations for students, management staff, teachers, and employees.
