1. Latest organizational structure of Vietnam National University

The organizational structure of Vietnam National University, according to Article 4 of the Regulations issued together with Decision 26/2014/QD-TTg, is as follows:

- National University Council.

- Director, Deputy Director.

- Office and functional departments organized based on the principles of streamlining and efficiency.

- Member universities; member scientific research institutes (referred to collectively as member units).

- Affiliated faculties; research centers for science and technology; branches (if any); organizations serving education, scientific research, and application development; production, business, and service facilities; hospitals, publishing houses, scientific journals (referred to collectively as affiliated units).

- Council for scientific research and training; some other advisory councils.

2. Regulations on the Vietnam National University Council

The regulations on Vietnam National University Council, according to Article 5 of the Regulations issued together with Decision 26/2014/QD-TTg, are as follows:

* Procedures for establishing the Council

The National University takes the lead, in coordination with relevant agencies and units, to select and approve the establishment of the National University Party Committee and submit it to the Director of the National University for a decision on the establishment of the National University Council.

The term of the Council is 5 years, corresponding to the term of the Director of the National University.

* Number and composition of Council members

The National University Council consists of natural members and invited members; it has a Chairman and a Secretary. The number of Council members must be an odd number, ranging from 17 to 35 members, with the number of invited members not exceeding one-third of the total number of members.

Natural members include: Director, Deputy Directors; Party Committee Secretary, Trade Union Chairman, Ho Chi Minh Communist Youth Union Secretary of the National University; Presidents of member universities, directors of member scientific research institutes.

Invited members include: representatives of central ministries, departments, and localities; representatives of lecturers, researchers, scientists, and reputable entrepreneurs within and outside the National University.

* Duties and powers of the Council: To implement the provisions in Article 5 of Decree 186/2013/ND-CP on the National University.

* Activities of the Council

- The National University Council operates on the principle of collective decision-making. Council meetings are considered valid when at least two-thirds of the members attend. Resolutions of the Council are legally binding when they receive the unanimous vote of more than half of the total number of Council members.

The National University Council holds regular meetings twice a year and can convene extraordinary meetings in the following cases: upon a written request from one-third of the total number of Council members or to address necessary and urgent matters upon the proposal of the Director of the National University or the Chairman of the National University Council.

Council members are responsible for fully attending Council meetings and providing opinions. Members who are absent from meetings must submit written reports and opinions on the matters discussed at the meeting to the Council.

- The National University Council uses the seal of the National University and has a support department under the Office of the National University. The operational budget of the Council and the responsibility allowances of its members (if any) are funded by the National University.

* Procedures for appointment, criteria, duties, and powers of the Chairman of the Council

- The Chairman of the National University Council is appointed and relieved of duty by the Prime Minister. The criteria for the Chairman of the National University Council are the same as those for the Director of the National University.

The first meeting of the new Council is chaired by the Director of the National University, where discussions, confidence voting, and resolutions regarding the proposal of personnel for the Chairman of the Council take place. Based on the Council's resolution, the Director of the National University directs the completion of necessary documents and procedures, submits them to the Ministry of Home Affairs for evaluation according to regulations, and presents them to the Prime Minister to decide on the appointment.

- The Chairman of the National University Council is responsible for directing and managing the activities of the Council, such as: organizing the construction and issuance of regulations on the organization and operation of the Council; convening and presiding over regular or extraordinary meetings of the Council; monitoring the implementation of Council resolutions. The Chairman of the National University Council mobilizes the organizational apparatus and uses the seal of the National University within the scope of the functions and duties of the Council; signs documents and resolutions of the Council and appoints and relieves the Secretary of the Council; and enjoys responsibility allowances according to the current regulations for the Chairman of the University Council.

* Criteria, duties, and powers of the Secretary of the Council

- The Secretary of the National University Council is selected by the Council through a vote of confidence and resolution. The Chairman of the National University Council appoints the Secretary after reaching an agreement with the Director of the National University.

The criteria for the Secretary of the National University Council are: having political integrity and good ethics; having credibility in the field of education, training, and scientific research; having at least 3 years of participation in management from the department level or equivalent of a university education institution; having a doctoral degree; being in good health, and the age at the time of appointment must ensure participation for at least one term.

- The Secretary of the National University Council assists the Chairman of the National University Council in preparing programs, content, and materials; acts as the secretary of the Council's meetings; constructs, completes, and archives Council documents; provides information about the Council's activities, invites meetings, sends documents, and carries out other tasks assigned by the Chairman of the Council; works on a specialized or concurrent basis; and receives responsibility allowances (if any) equivalent to the position allowance of the head of the National University Department.

* Dismissal of Council members

The dismissal of members of the National University Council is considered, resolved, and proposed by the Council to the competent authority for a decision in the following cases:

- A written request from an individual to withdraw from the Council.

- No longer meeting the criteria and conditions to fulfill the assigned responsibilities or transferred to a position that is no longer suitable according to regulations.

- More than half of the Council members submit a written recommendation for dismissal.

- Subject to disciplinary action from a warning or higher, or subject to criminal liability.
