1. What are the duties and powers of the Vietnam National University?

The duties and powers of the Vietnam National University include:

- Formulating strategies, master plans, and development plans for the Vietnam National University.

- Organizing training activities, scientific research, and international cooperation in accordance with the law; training and fostering scientific talents; transferring knowledge; and providing high-quality human resources for socio-economic development and international integration.

- Managing, operating, using, and sharing shared resources and facilities in the Vietnam National University, ensuring the organic, synchronous, and effective mobilization of the resources of society to build the Vietnam National University into a higher education institution step by step up to international and regional standards.

- Researching and providing scientific arguments to contribute to the development of orientations, guidelines, policies, strategies, and plans for socio-economic development of the country; proposing and implementing national key scientific research programs according to regulations.

- Implementing the regime of information and reporting to the Prime Minister, the Ministry of Education and Training, the Ministry of Science and Technology, and relevant ministries and branches according to regulations; subject to inspection and inspection by the Ministry of Education and Training, the Ministry of Science and Technology, the Government Inspectorate, relevant ministries and branches, and the People's Committee of the province where the Vietnam National University is located.

- Working  directly with ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of provinces, and centrally run cities. When necessary, the President of the Vietnam National University shall report to the Prime Minister on issues related to the operation and development of the Vietnam National University.

- Performing  other duties and powers as prescribed by law.

2. What are the duties and powers of the Vietnam National University Council?

The Vietnam National University Council has the following duties and powers:

+ Approving the strategies, master plans, and development plans of the Vietnam National University;

+ Deciding on the direction of training activities, science and technology, international cooperation, and quality assurance of higher education at the Vietnam National University;

+ Deciding on the organizational structure and development direction of the Vietnam National University;

+ Resolution on the establishment, dissolution, merger, division, and separation of organizations and approval of the scheme on establishment, dissolution, merger, division, and separation of organizations of the Vietnam National University under the provisions of the Law on Higher Education, the Law on Science and Technology;

+ Supervising the implementation of resolutions of the Vietnam National University Council, the implementation of democratic regulations in the activities of the Vietnam National University.

- Members of the Vietnam National University Council include:

+ Director, Deputy Directors; Secretary of Party Committee, President of Trade Union, Secretary of Ho Chi Minh Communist Youth Union of Vietnam Vietnam National University; Rectors of member universities; Directors of member scientific research institutes;

+ Representatives of state management agencies; some members operate in the fields of education, science, technology, production, and business.

- The term of the Vietnam National University Council is 5 years and follows the term of the President of the Vietnam National University. The Vietnam National University Council works on a collective basis, deciding by majority.

- Procedures for establishment, number, and structure of members; duties and powers of the Vietnam National University Council; standards, duties, and powers of the chairman and secretary; The appointment and dismissal of the president and members of the Vietnam National University Council are specified in the Regulation on Organization and Operation of the Vietnam National University and its Member Higher Education Institutions promulgated by the Prime Minister.

- The Prime Minister shall decide to appoint and dismiss the President of the Vietnam National University Council.
