The Minister of Science and Technology of Vietnam issued Circular No. 04/2021/TT-BKHCN dated June 15, 2021 promulgating National Technical Regulations on helmets for motorcyclists and motorcyclists (QCVN 2:2021/BKHCN).
According to the Circular No. 04/2021/TT-BKHCN of the Ministry of Science and Technology of Vietnam, the roadmap for applying the QCVN 2:2021/BKHCN is as following:
- From January 1, 2024, helmets for people using motorcycles, imported and domestically produced motorcycles must meet the provisions of QCVN 2:2021/BKHCN before being circulated on the market.
- Encourage businesses, organizations and individuals to manufacture and import helmets for motorcyclists to apply the provisions of QCVN 2:2021/BKHCN from August 1, 2021.
In addition, helmets for motorcycles, imported and domestically produced motorcycles have been certified and announced conformity according to the provisions of QCVN 02:2008/BKHCN issued together with the Decision No. 04/2008/QĐ-BKHCN dated April 28, 2008 and circulated before January 1, 2024, may continue to be circulated on the market until the end of December 31, 2024.
Circular No. 04/2021/TT-BKHCN of the Ministry of Science and Technology of Vietnam takes effect from August 01, 2021 and replaces the Decision No. 04/2008/QĐ-BKHCN dated April 28, 2008 and Circular No. 02/2014/TT-BKHCN dated March 31, 2014.
