The contents of the greenhouse gas inventory at the grassroots level as of February 15, 2024

On December 29, 2023, the Minister of Natural Resources and Environment of Vietnam issued Circular 28/2023/TT-BTNMT on economic and technical norms for surveying, reporting, appraisal of greenhouse gas emission mitigation, and greenhouse gas inventory in the waste management sector.

The contents of the greenhouse gas inventory at the grassroots level as of February 15, 2024

(1) Determining the scope of activities and methods for inventorying greenhouse gases at the grassroots level.

- Determining the boundaries of operations and analyzing and determining the emission sources of the facility.

- Determining the corresponding methodology for direct greenhouse gas emissions sources.

- Determining the corresponding methodology for indirect greenhouse gas emissions sources (electricity consumption, steam, etc.).

(2) Selecting the emission factors for greenhouse gases at the grassroots level.

- Reviewing and selecting the emission factors for greenhouse gases and related parameters for each methodology applied to emission sources.

- Consolidating the emission factors for greenhouse gases and related parameters for each methodology applied to emission sources.

- Consolidating the global warming potentials applied to each type of greenhouse gas.

(3) Selecting and collecting data for the greenhouse gas inventory at the grassroots level.

- Determining the necessary operational data for each emission source according to the requirements of the methodology.

- Establishing tables for collecting operational data and parameters.

- Collecting operational data:

+ Consolidating available data at the facility.

+ Reviewing and evaluating the completeness of the data, Determining the data that needs to be supplemented.

+ Collecting additional data through direct and indirect methods: the direct method involves modifying existing datasets to meet the requirements of the greenhouse gas inventory; creating new data through additional sampling, surveys. The indirect method involves using substitute data; seeking expert opinions.

- Processing the collected data, refining the input data for the inventory.

(4) Calculating the greenhouse gas emissions at the grassroots level.

- Establishing calculation sheets.

- Establishing formulas and inputting emission factors, intermediate parameters, and operational data.

- Consolidating and extracting the inventory results.

(5) Quality control of the greenhouse gas inventory at the grassroots level.

- Determining and inspecting the responsibilities and authorities of those responsible for implementing the greenhouse gas inventory.

- Determining, implementing, and inspecting the appropriate training for the members involved in the greenhouse gas inventory.

- Determining and inspecting the operational boundaries of the facility.

- Determining and inspecting the greenhouse gas emission sources.

- Selecting and inspecting the quantification methodologies, including both operational greenhouse gas data and emission factors.

- inspecting the application of greenhouse gas inventory methodologies to ensure consistency across multiple facilities.

- Using, maintaining, and calibrating measurement equipment.

- Establishing and maintaining data collection systems.

- Periodically checking the accuracy of measurement devices.

- Conducting internal evaluations and periodic technical inspections.

(6) Assessing the uncertainty of the greenhouse gas inventory at the grassroots level.

- Assessing the uncertainty of the applied emission factors and intermediate parameters.

- Assessing the uncertainty of the operational data.

- Assessing the overall uncertainty of the greenhouse gas inventory results at the grassroots level.

(7) Recalculating the previous greenhouse gas inventory at the grassroots level.

(Recalculation of the previous greenhouse gas inventory results is carried out in the following cases: there are errors in the calculation of greenhouse gas emissions; there are changes in quantification methodologies, operational data, and emission factors).

(8) Developing the greenhouse gas inventory report at the grassroots level.

- Consolidating input information on emission factors, related parameters, greenhouse gas inventory results, and uncertainty assessment.

- Developing the greenhouse gas inventory report at the grassroots level.
