1. Procedures for connection to the electronic identification and authentication system in Vietnam

According to Article 18 of Decree 69/2024/ND-CP, the conditions and procedures for connection to the electronic identification and authentication system in Vietnam are as follows:

- State agencies, political organizations, political-social organizations, and public service providers who wish to connect their information systems with the electronic identification and authentication system must ensure that the information systems under their management meet the minimum level 3 information system security requirements as stipulated by the law on information system safety by level.

- The connection and information sharing as prescribed in Clause 1, Article 18 of Decree 69/2024/ND-CP are carried out on the basis of a written agreement between the electronic identification and authentication management agency and the data management agency or organization. This document must clearly state the scope and purpose of the connection.

- Within no more than 30 days from the date of the written agreement specified in Clause 3, Article 18 of Decree 69/2024/ND-CP, the electronic identification and authentication management agency will conduct an evaluation and practical inspection of the database and information system of the agency or organization requesting the connection. If the database or information system has already been connected to the National Population Database, the review and approval for connection should be completed within 07 working days.

In case of approval for connection, the electronic identification and authentication management agency will notify the agency or organization in writing and implement the connection according to the agreed document. If the connection is not approved, the agency must respond in writing and clearly state the reasons.

- Agencies and organizations not covered by Clause 1, Article 18 of Decree 69/2024/ND-CP can connect to the electronic identification and authentication system through electronic authentication service providers.

- Electronic authentication service providers are allowed to connect to the electronic identification and authentication system to provide authentication services without having to implement the procedures stipulated in Article 18 of Decree 69/2024/ND-CP.

2. Duration of processing of registration requests for eID accounts in Vietnam

According to Article 13 of Decree 69/2024/ND-CP, from the date of receiving a complete and valid dossier as stipulated by this Decree, the electronic identification and authentication management agency has the responsibility to process and grant electronic identification accounts within the following time frames:

- For Vietnamese citizens who have a valid citizen identification card:

+ No more than 01 working day for issuing level 01 electronic identification accounts;

+ No more than 03 working days for issuing level 02 electronic identification accounts.

- For Vietnamese citizens whose citizen identification card has expired or who do not have a citizen identification card, the processing time is no more than 07 working days.

- For foreigners:

+ No more than 01 working day for issuing level 01 electronic identification accounts;

+ No more than 03 working days for issuing level 02 electronic identification accounts if facial photo and fingerprint information are available in the National Immigration Database;

+ No more than 07 working days for issuing level 02 electronic identification accounts if facial photo and fingerprint information are not available in the National Immigration Database.

- For organizations:

+ No more than 03 working days if the information required for authentication about the organization is available in the national database or specialized databases;

+ No more than 15 days if the information required for authentication about the organization is not available in the national database or specialized databases.
