Law on Fire Prevention, Fighting and Rescue in 2024 in Vietnam from July 1, 2025

Law on Fire Prevention, Fighting and Rescue 2024 stipulates on fire prevention and fighting, rescue; forces, means, ensuring operational conditions and rights, obligations, responsibilities of agencies, organizations, households, and individuals involved in fire prevention, fighting, and rescue activities.

State policy on fire prevention, fighting, and rescue in Vietnam

Article 4 of the Law on Fire Prevention, Fighting and Rescue 2024 stipulates the State policies on fire prevention, fighting, and rescue as follows:

- Ensure state budget, facilities, modern means, equipment, human resources, policies, and operational conditions for the Fire Prevention and Fighting and Rescue Police force; build a regular, elite, modern Fire Prevention and Fighting and Rescue Police force meeting the requirements of fire prevention, fighting, and rescue in all situations.

- Mobilize and use resources for fire prevention, fighting, and rescue activities. Invest in and build a Database system on fire prevention, fighting, and rescue, and fire reporting, ensuring connection and data sharing at locations where Fire Prevention and Fighting and Rescue Police units are deployed.

- Train and foster, ensure the human resources directly tasked with fire prevention, fighting, and rescue and those conducting design assessment, acceptance inspection, and inspection of fire prevention and fighting.

- Arrange forces, means for fire prevention, fighting, and rescue suitable for each base location; encourage agencies, organizations, and individuals to build, participate in, and maintain safety models for fire prevention, fighting, and rescue in the community.

- Encourage and create conditions for agencies, organizations, and individuals to research, apply science, and transfer technology in fire prevention, fighting, and rescue activities, investing in building, transferring systems, means, equipment serving fire prevention, fighting, and rescue activities.

- Agencies, organizations, and individuals participating in coordination, collaboration, support, and assistance to state agencies in fire prevention, fighting, and rescue tasks receive policies according to the legal regulations based on the nature and extent of their contributions.

The Law on Fire Prevention, Fighting and Rescue 2024 replaces the Law on Fire Prevention and Fighting 2001, Amended Law on Fire Prevention and Fighting 2013.
