On November 15, 2024, the Minister of Public Security of Vietnam issued Circular 81/2024/TT-BCA on the National Technical Regulations on Vehicle License Plates.

National technical regulations on vehicle license plates from the year 2025 in Vietnam

The National technical regulations on license plate from 2025 in Vietnam are issued together with Circular 81/2024/TT-BCA.

Theses regulations are compiled by the Traffic Police Department, appraised by the Ministry of Science and Technology, and issued by the Minister of Public Security. They regulate the structure, specifications, technical requirements, testing, sample retention, preservation, and production of license plates; recognition of test results and implementation for motor vehicle and specialized machine plates.

The regulations apply to domestic and foreign agencies, organizations, and individuals with legal residence or headquarters within the territory of the Socialist Republic of Vietnam related to the production, supply, ordering of production, and use of license plates under the management of the Ministry of Public Security.

The following referenced documents are necessary when applying these regulations. For the referenced documents, the latest versions shall be applied, including any amendments:

- ISO 7591: 1982 Road vehicles - Retro reflective registration plates for motor vehicles and trailers - Specification.

- TCVN 7887: 2018 Retro reflective sheeting for road signage.

- TCVN 13065: 2020 (ISO 6361: 2011) Wrought aluminium and aluminium alloy - Thin plates, strips, and discs.

According to the regulations, license plates include plates for cars, trailers, semi-trailers, four-wheeled passenger vehicles with engines, four-wheeled goods vehicles with engines, and specialized motor vehicles (hereinafter collectively referred to as automobile license plates); motorcycle and motorbike plates (hereinafter collectively referred to as motorcycle plates).
