Vietnam: Content of report on the status of administrative procedure control

On October 31, 2017, the Vietnam’s Government Office issued Circular No. 02/2017/TT-VPCP, which specifies the content of the report on the status of administrative procedure control.

According to Circular No. 02/2017/TT-VPCP of Vietnam’s Government Office, the report on the status and results of administrative procedure control is a document that describes the achievements, unfinished tasks; existing issues, limitations, difficulties, obstacles, and the reasons behind these issues and obstacles in the process of implementing the administrative procedure control tasks. It also includes proposals and recommendations for improvement, as well as the prioritized tasks for the next reporting period. The basic content of the report includes:

- Status and results of controlling regulatory administrative procedures (evaluation of the impact of administrative procedures; evaluation of the appraisal and examination of administrative procedures in the development of legislative proposals, projects, and draft legal normative documents; status and results of the issuance of administrative procedures);

- Status and results of implementing administrative procedures (status and results of public disclosure of administrative procedures; results of handling administrative procedures, including the implementation of the one-stop and interconnected mechanisms);

- Status and results of receiving and handling feedback and recommendations on administrative regulations;

- Status and results of reviewing and simplifying administrative procedures (if any);

- Status and results of research and proposing innovations for administrative procedure reforms (if any);

- Status and results of communication activities supporting administrative procedure control;

- Other content as required by the Government, the Prime Minister, or at the request of the Government Office.

Besides, Circular No. 02/2017/TT-VPCP also stipulates that the accompanying report forms include specific information such as the form name, the name of the reporting agency or organization, and the receiving agency or organization (referred to as the reporting unit and the receiving unit); reporting period; report content; unit of measurement; date of report preparation; full name and signature of the head of the reporting agency or organization, and official stamp as required, as well as other relevant information.
