The Department of Education and Training of Ho Chi Minh City issued Official Dispatch 5432/SGDDT-GDTH on August 30, 2024, providing guidance on some initial activities and preparations for the new academic year 2024-2025 for primary education.
To prepare for the new academic year 2024-2025, the Department of Education and Training of Ho Chi Minh City provides guidance on several initial activities and preparations for the new academic year. Specifically, the guidance on the implementation of the 2024-2025 academic year program for primary education is as follows:
Carried out according to Decision 3089/QD-UBND dated August 8, 2024, by the People's Committee of Ho Chi Minh City, issuing the time frame for the 2024-2025 academic year for preschool, general education, and continuing education in Ho Chi Minh City:
- Commencement date: August 26, 2024 (For first grade: August 19, 2024);
- Academic year opening ceremony: September 5, 2024;
- From the commencement date to the opening ceremony, the Principal develops a plan to organize initial academic year activities, assesses the students' initial situation, and provides necessary guidance to parents as outlined in item 1 above.
- Implement the program for week 1 from September 9, 2024, to September 13, 2024. Subsequently, follow the weeks sequentially as per the regulations. Semester 2 starts from week 19 (January 13, 2025). Units are to proactively arrange the curriculum, teaching plans, and schedules ensuring that the integrated program is implemented from week 1 and continues as per the school's planned academic time frame.
- Organize STEM education activities following the Department of Education and Training's guidance in Official Dispatch 1910/SGDDT-GDTH dated April 24, 2023, on guiding the organization of STEM education activities in primary educational institutions per Official Dispatch 909/BGDDT-GDTH. Organize teachers to teach STEM lessons, using training materials created by the Ministry of Education and Training; use vetted/approved/evaluated materials, educational resources, and publications.
- Develop and implement a plan for digital citizenship education following Official Dispatch 3899/QD-BGDDT dated July 30, 2024, by the Ministry of Education and Training. Equip students with digital citizenship skills to enhance their ability, learn, live, and work safely and efficiently in an increasingly digital environment, based on the digital competency framework for general education students; appropriate to the psychological characteristics and developmental level of primary students and the conditions of the school; ensure the goals and required outcomes of the related subjects/educational activities; promote integrated teaching, STEM education; avoid causing pressure or overload for students and teachers.
Develop a School Educational Plan and organize various educational activities for students, such as enhanced English teaching, teaching English through Mathematics and Science, life skills education, STEM education, digital citizenship education, club activities, and flexible scheduling to meet students' learning and training needs after agreements with parents… The Principal is responsible and must enhance the verification of competency records; operational permit validity; legality of vetted/approved/evaluated programs (life skills, STEM, digital citizenship, foreign language, ICT…); personnel (teachers/lecturers/trainers/collaborators) listed in the approved licensing application; and facility conditions… of the affiliated units. The school's program must be approved by the Department of Education and Training before organizing educational activities in primary schools per Circular 04/2014/TT-BGDDT dated February 28, 2014, by the Minister of Education and Training on managing life skills education and extracurricular educational activities and Decree 24/2021/ND-CP dated March 23, 2021, regulating management in public preschool and general education institutions.
Deliberate enhancement of educational quality; publicize educational quality to each student's parent, and continue to promote the Open Class model, inviting parents to participate in classroom activities, play, and student activities, attend specialized subjects, clubs, and school educational activities.
Review facilities and personnel to ensure the conditions for conducting full-day education, ensuring all Grade 3, Grade 4, and Grade 5 students are taught Foreign Language 1, ICT, meeting at least the content of the 2018 General Education Program.
Ensure 100% of schools have enough computers for students in Grade 3, Grade 4, Grade 5, and other grades to implement the 2018 General Education Program.
Conduct a review to ensure that 100% of first-grade students are assigned a Personal Identification Code and fully update the identification codes and information of all students in the school, completing the digital academic record update for Grade 1. Educational institutions use the educational management software from the shared database hub of the https://csdl.moet.gov.vn sector to manage student and teacher records, authenticate electronic citizen identification from the population database; and use the school management software with the function of managing digital academic records.
