Recently, the Ministry of Labor, Invalids, and Social Affairs (Hanoi, Vietnam) has issued an Official Dispatch requesting proactive social support and disaster recovery to stabilize the lives of the people.

On June 18, 2024, the Ministry of Labor - Invalids and Social Affairs (Hanoi, Vietnam) issued Official Dispatch 2550/BLDTBXH-CBTXH regarding proactive social support plans; assistance in overcoming natural disaster consequences, ensuring stabilization of people's lives in Vietnam.

In implementing Directive 11/CT-TTg dated April 1, 2024, of the Prime Minister of Vietnam on strengthening the implementation of measures to prevent hot weather, droughts, water shortages, saltwater intrusion and Notification 238/TB-VPCPdated May 22, 2024, of the Office of the Government of Vietnam informing the Conclusion of Deputy Prime Minister Tran Luu Quang at the National Conference on natural disaster prevention and search and rescue in 2024, the Ministry of Labor - Invalids and Social Affairs requests Chairpersons of People's Committees of provinces and centrally-administered cities to direct the Department of Labor - Invalids and Social Affairs to cooperate with related departments, branches, and agencies to perform the following tasks:

- Closely monitor the developments of tropical depressions, storms, floods, flash floods, landslides, droughts, whirlwinds, lightning, inundations, saltwater intrusion, hot weather, hailstorms, and potential natural disasters to cooperate with the National Steering Committee for Natural Disaster Prevention and Control to promptly inform authorities and the populace to proactively respond and minimize damage to people's lives; inspect, review residential areas in unsafe places, along rivers, streams, and areas at risk of landslides, to proactively evacuate people to safe places, while ensuring logistics and essential supplies at evacuation points.

- Increase propaganda and raise awareness and responsibility of those involved in natural disaster prevention and search and rescue as well as the entire community; diversify information and propaganda forms suitable for different subjects and specific conditions of localities; guide people to proactively respond to damage, ensure resources for social security in case of incidents, and mitigate disaster impacts.

- Direct and inspect the construction and preparation of disaster relief plans following the "four on-the-spot" approach, suitable to the specific characteristics and conditions of the locality; ensure essential supplies to stabilize people's lives before, during, and after the disaster.

- Monitor, summarize the damage to citizens (number of dead, missing, injured people; number of collapsed, drifted, burned, damaged houses; number of households, individuals lacking food and essentials...) to promptly provide emergency support according to the regulations in Decree 20/2021/ND-CP dated March 15, 2021, of the Government of Vietnam, stipulating social support policies for social protection beneficiaries. Priority should be given to groups such as meritorious people, policy families, children, people with disabilities, the elderly, and other social support beneficiaries. Conduct visits and encouragement for individuals and families affected by disasters. Implement comprehensive solutions to stabilize people's lives.

The Ministry of Labor - Invalids and Social Affairs (Hanoi, Vietnam) requests People's Committees of provinces and centrally-administered cities to direct related departments, branches, and localities to implement the above contents and summarize and report the damage situation and support results after each disaster to the Ministry of Labor - Invalids and Social Affairs.
