On July 31, 2024, the Minister of Natural Resources and Environment issued Circular 10/2024/TT-BTNMT prescribing cadastral registers, Certificates of land use rights, and ownership of properties attached to the land.

The table of land use origin codes on cadastral registers in Vietnam from August 1, 2024 is specified in Appendix No. 04 issued together with Circular 10/2024/TT-BTNMT. To be specific:

Guidance on recording land use origin codes on cadastral register in Vietnam from August 1, 2024

The land use origin codes on the cadastral register from August 1, 2024, will be recorded as follows:

- For the case of receiving the transfer of land use rights (Item No. 11), the common code "NCQ-" is displayed, followed by the land use origin code as shown on the initially issued Certificate.

Example: "Transfer of land use rights allocated without land levy by the State (NCQ-DG-KTT)"; "Transfer of land use rights due to land dispute resolution with land levy by the State (NCQ-DG-CTT)".

- In the case of land parcel subdivision, land parcel consolidation, and issuance of a new Certificate after revoking the previously issued Certificate which is not in the case of incorrect land use origin, reissuance, exchange of Certificate, and no change of land use purpose, the land use origin code shown will be the same as the previously issued Certificate.

- In the case of change of land use purpose that requires land levy payment, it will be shown as prescribed for the case where the State allocates land with land levy; when changing land use purpose to lease or continue to lease land as before changing the land use purpose, it will be shown as prescribed for the case where the State leases land; changing land use purpose without the need for land levy and without changing to lease land, the land use origin shall be as before the change of land use purpose.
