On February 20, 2025, the Minister of Labor, Invalids and Social Affairs issued Circular 04/2025/TT-BLDTBXH stipulating code numbers, standards for job titles; standards and conditions for considering the promotion of public employees in the specialized field of employment services.

Standards for rank II employment service consultants in Vietnam from May 1, 2025

* General standards on professional ethics

- Honest, objective, dedicated, responsible with assigned tasks, complying with legal regulations and fully and correctly performing the obligations of a public employee in professional activities.

- Provide accurate, complete information and adhere to the regulations on processes and procedures in delivering public employment services; maintain a modest and appropriate attitude when interacting with organizations and individuals.

- Respect the right to work, choose a profession, job, and workplace; the right to social security of every citizen; have the awareness to improve and enhance the quality of products and employment services.

- Have a spirit of solidarity, actively, and proactively cooperate with colleagues in executing assigned tasks.

- Maintain confidentiality of information and materials of organizations and individuals as per legal regulations.

* Duties

Perform according to the Job Description and Competency Framework for the Employment Specialty Job Title, as stipulated in Appendix V.4 attached to Circular 11/2023/TT-BLDTBXH dated October 17, 2023, by the Minister of Labor, Invalids and Social Affairs, guiding on leadership and management positions, specialty job titles, and structure of public employees by job title in public service providers in the labor sector, persons with meritorious services, and social affairs.

* Standards for professional competence and expertise

- Firm grasp of the guidelines and policies of the Communist Party, State laws, strategies for labor market development, employment services, and unemployment insurance;

- Possess professional skills and expertise in advising, job placement, labor supply, labor market information, and implementing unemployment insurance policies; master the labor and employment regulations of Vietnam; promptly update information about the Vietnamese labor market;

- Have the capacity for management, guidance, and inspection in organizing activities related to employment consulting services, labor supply, labor market information, and executing unemployment insurance policies;

- Capable of conducting research and applying scientific and technical advancements to enhance the quality and efficiency of employment consulting services, labor supply, labor market information, and executing unemployment insurance policies;

- Have the ability to analyze and aggregate activities related to professional duties to propose solutions for improving the effectiveness of employment consulting services, labor supply, labor market information, and executing unemployment insurance policies;

- Skilled in drafting, presenting, organizing, and executing professional duties, plans, programs, proposals, projects related to employment consulting services, labor supply, labor market information, and unemployment insurance policies;

- Proficient in using information technology and managing databases as required by the job position.

* Standards for education and training

- Hold a university degree or higher in a field or major relevant to the area of work;

- Possess a certificate of professional training standards for public employees specializing in employment services, or a certificate of knowledge and professional skills in employment services issued by a competent state authority.
