On February 24, 2025, the Government of Vietnam issued Decree 29/2025/ND-CP prescribing the functions, tasks, powers, and organizational structure of the Ministry of Finance.

Pursuant to Article 3 of Decree 29/2025/ND-CP, the new organizational structure of the Ministry of Finance includes:

  1. Department of National Economic Synthesis.

  2. Department of State Budget.

  3. Department of Investment.

  4. Department of Sectoral Finance and Economics.

  5. Department of National Defense, Security, and Special Affairs (Division I).

  6. Department of Local and Territorial Economy.

  7. Department of Planning Management.

  8. Department of Financial Institutions.

  9. Department of Personnel Organization.

  10. Department of Legal Affairs.

  11. Inspectorate.

  12. Office of the Ministry.

  13. Department of Debt Management and External Economics.

  14. Department of Public Property Management.

  15. Department of Procurement Management.

  16. Department of Tax, Fee, and Charge Policy Management and Supervision.

  17. Department of Insurance Management and Supervision.

  18. Department of Accounting and Auditing Management and Supervision.

  19. Department of Pricing Management.

  20. Department of State Enterprise Development.

  21. Department of Private Enterprise and Cooperative Economy Development.

  22. Department of Foreign Investment.

  23. Department of Planning and Finance.

  24. Department of Information Technology and Digital Transformation.

  25. Tax Department.

  26. Customs Department.

  27. State Reserve Department.

  28. Statistics Department.

  29. State Treasury.

  30. State Securities Commission.

  31. Institute of Economic and Financial Strategy and Policy.

  32. Finance and Investment Newspaper.

  33. Economic and Financial Journal.

  34. Academy of Policy and Development.

  35. Vietnam Social Security.

The organizations specified from Item 1 to Item 30 are administrative bodies assisting the Minister in performing state management functions; those specified from Item 31 to Item 34 are public service providers; the organization specified in Item 35 of this Article is a special unit under the Ministry of Finance.

The Department of National Economic Synthesis consists of 3 divisions; the Department of State Budget has 4 divisions; the Department of Investment has 4 divisions; the Department of Sectoral Finance and Economics has 4 divisions; the Department of Local and Territorial Economy has 4 divisions; the Department of Financial Institutions has 4 divisions; the Department of Personnel Organization has 6 divisions; and the Department of Legal Affairs has 4 divisions.

The Tax Department is organized and operates at 3 levels: the Tax Department (12 units); 20 Regional Tax Divisions; 350 Interdistrict Tax Teams.

The Customs Department is organized and operates at 3 levels: the Customs Department (12 units); 20 Regional Customs Divisions; 165 Border/Offsite Customs Offices.

The State Reserve Department is organized and operates at 2 levels: the State Reserve Department (7 units); 15 Regional State Reserve Divisions (with a total number not exceeding 171 storage points).

The Statistics Department is organized and operates at 3 levels: the Statistics Department (14 units); 63 Regional Statistics Divisions; 480 Interdistrict Statistics Teams.

The State Treasury is organized and operates at 2 levels: the State Treasury (10 units); 20 Regional State Treasury Offices (with a total number not exceeding 350 Transaction Offices).

Vietnam Social Security is organized and operates at 3 levels: Vietnam Social Security (14 units); 35 Regional Social Insurance Offices; 350 Interdistrict Social Insurance Offices.

The Tax Department, Customs Department, State Reserve Department, Statistics Department, State Treasury, State Securities Commission, and Vietnam Social Security each have an official seal bearing the national emblem.

The Minister of Finance stipulates the functions, tasks, powers, and organizational structure of the organizations and units belonging to the Ministry of Finance; stipulates the number of consultancy and assistance units of Regional Offices and their equivalent under the Departments and equivalent units under the Ministry; and submits to the Prime Minister of the Government of Vietnam a list of other public service providers under the Ministry.
