The content mentioned in Notice 227/TB-VPCP in 2023, the conclusion of Deputy Prime Minister Tran Hong Ha at the first meeting of the National Steering Committee on Green Growth issued by the Office of the Government.

Some tasks and solutions of the green growth strategy in Vietnam

(1) Ministry of Planning and Investment - Standing Body of the Steering Committee of Vietnam:

- Pursuant to the Working Regulations of the Steering Committee, assume the prime responsibility for, and coordinate with member agencies of, the Steering Committee and relevant ministries, branches, and localities in formulating a specific working program between the two meetings of the Steering Committee to serve as a basis for effective monitoring and evaluation of the implementation of the Green Growth Strategy and Action Plan.

- Urgently reviewing and updating the Green Growth Strategy to suit the new situation and context (commitment to equitable energy transition JETP, Power Planning VIII, strong trends of digital transformation, etc.), ensuring the cross-linking role of the Green Growth Strategy with other national strategies towards sustainable development goals.

- Researching and proposing major orientations, goals, and core tasks to implement the Green Growth Strategy; selecting some typical projects (5-7 projects) with potential to create breakthroughs as pilots to be monitored, evaluated, and learned from experience before deploying on a broader scale...).

- Researching and developing a set of scientific criteria for national green classification, in harmony with international practices, to help agencies have a more specific legal basis in the selection of investment projects in the ministries, branches, and localities as well as in the quantification and assessment of the progress of green growth.

- Assuming the prime responsibility for, or coordinating with ministries, branches, localities, and relevant agencies in, summarizing proposals to the Steering Committee and Head of the Committee on domestic and international resource mobilization mechanisms, financial mechanisms to ensure the realization of green growth goals taking advantage of digital platforms and digital transformation.

- Closely coordinating with the Ministry of Foreign Affairs, ministries, branches, and localities in integration activities, "technology diplomacy", "climate diplomacy," and enlisting the support and help of countries and international organizations.

- Working closely with Vietnam Television, the Voice of Vietnam, news agencies, the press, ministries, branches, and localities in propagandizing and mobilizing people, businesses, organizations, and individuals in the whole society to change awareness, behavior, and ethics about production, consumption, and green lifestyle practices; research to have its own channels and programs on green growth to propagate and disseminate the guidelines and policies of the Party and regulations of the State.
on green growth, guidance on lifestyle practices, green production, and consumption behavior; coordinate with the Ministry of Education and Training, the Ministry of Labour, Invalids, and Social Affairs to include this content in propaganda, dissemination, education, and training at all educational levels (including vocational training).

(2) The Ministry of Foreign Affairs of Vietnam, according to its state management functions and tasks, shall assume the prime responsibility for, and coordinate with the Standing Office, members of the Steering Committee, and relevant agencies and localities:

- Actively researching, learning from international experiences, and taking advantage of support and mobilizing resources for green growth from foreign countries and international organizations.

- Actively promoting "technology diplomacy", "climate diplomacy"; propose the Government and the Prime Minister promulgate legal documents, mechanisms, and policies for green growth to fulfill international commitments and ensure compliance with international standards and practices.

- Actively coordinating with the Ministry of Industry and Trade, the Ministry of Science and Technology, and relevant ministries and agencies to propose solutions for export industries when countries or organizations issue environmental standards related to the production of such products.

(3) Pursuant to the Working Regulations of the Steering Committee, the Ministry of Justice actively cooperates with the Standing Authority, members of the Steering Committee, and relevant agencies and localities to summarize and propose a new or amended legislative documents to create a sufficient legal framework for the implementation of the TTX Strategy.

(4) Ministries, branches, and localities:

- Based on their state management functions and tasks, actively coordinate with ministries, branches, localities, agencies, international organizations, and development partners... seriously and expeditiously implement the tasks and solutions assigned in the TTX Strategy and Action Plan (clearly assigning responsibilities, with specific deadlines); promptly propose and recommend to the Chairman to consider amending and supplementing important, interdisciplinary issues, mechanisms, policies, and solutions to implement the Green Growth Strategy and Action Plan on a global scale.

- Develop and update the Green Growth Action Plan of the sector and locality with the fields and tasks of the highest priority for the period from now to 2025 (including the following contents: complete the legal framework for green growth; apply science and technology; innovate; apply digital transformation...) and send it to the Ministry of Planning and Investment - the Standing Body of the Steering Committee, for synthesis.

- Researching, promulgating, or submitting to the competent authorities for promulgation sets of green growth criteria within their respective industries, ensuring compliance with the national green classification criteria, quantification of green growth contents set out in the Green Growth Strategy, and in accordance with international standards and practices; developing a carbon pricing mechanism in accordance with the provisions of the Law on Environmental Protection, in line with international practices.

- Proposing pilot projects to the Ministry of Planning and Investment - Standing Body of the Steering Committee, for synthesis.

- Strengthening communication, propaganda, and advocacy to change awareness, behavior, and ethics on production, consumption, and green lifestyle practices.
