The Ministry of Information and Communications issued the basic digital skills framework for citizens for the People's Committees of provinces and centrally affiliated cities in Vietnam to refer to and direct its implementation locally.

The Ministry of Information and Communications of Vietnam issued Official Dispatch 3139/BTTTT-KTS&XHS guiding the framework of programs, materials, and sample lectures to disseminate knowledge, enhance digital skills, and information access capacity for rural citizens (version 1.0) for the People's Committees of provinces and cities under central authority to reference and direct implementation locally.
