The national central urban system for the period 2021 - 2030, with a vision to 2050, includes at least 07 urban areas with the following development orientations.

Development of the national central urban system for the period 2021 - 2030 in Vietnam

On August 22, 2024, the Prime Minister of the Government of Vietnam issued Decision 891/QD-TTg approving the Planning for the Urban and Rural System for the period 2021 - 2030, with a vision to 2050. Regarding the development orientation for the national central urban system (special and Level I municipalities) including centrally-governed cities, special-level municipalities, and Level I municipalities, it consists of:

(1) The Capital City of Hanoi, Vietnam

Construct and develop the Capital City of Hanoi as a city of “Civilization - Modernity - Bold History,” holding a prominent position in Southeast Asia for its culture and history; a driving center promoting the development of the Red River Delta region, the Northern Key Economic Region, and the entire nation; deeply integrating internationally, highly competitive within the region and globally, striving to develop on par with the capitals of developed countries in the region. Build the peripheral cities and satellite towns connected with the central urban area to become the nucleus of the Hanoi metropolitan area.

Plan the Capital City of Hanoi to be a global, intelligent, dynamic, and creative city; the leading urban area in terms of culture, innovation, science, and technology in the country; a hub for international transactions, high-quality services in education, training, healthcare, finance, and banking; an important transportation hub in the region and internationally. Leverage the advantages of the Red River to establish the brand image of the city. Focus on building modern urban infrastructure, especially transportation and drainage systems, to soon mitigate congestion and flooding. Accelerate the completion of urban railway projects; construct additional bridges across the Red River and the Duong River. Manage and exploit underground spaces effectively in conjunction with enhancing the efficient use of urban land reserves.

Develop the cities under Hanoi, district-level towns, urban districts, satellite towns, and the urban and rural administrative units with synchronized infrastructure, amenities, and urban services, and convenient transportation connections to the center, reducing congestion in central areas and expanding the development space of Hanoi.

(2) Ho Chi Minh City, Vietnam

Construct and develop Ho Chi Minh City to hold a prominent economic and innovative position in Southeast Asia; attract international financial institutions and economic conglomerates to become a driving center promoting the development of the Southeast region, the Southern Key Economic Region, and the entire country; deeply integrate internationally; aim to develop on par with major cities globally, becoming a financial and service hub of Asia; build the affiliated cities and satellite towns connected with the central urban area to form the nucleus urban area of the Ho Chi Minh City metropolitan region.

Plan Ho Chi Minh City to be a global, modern, and dynamic city; rapidly transition to high-quality services, becoming a competitive international financial hub in the region; lead in high-tech industries, science, technology, innovation, education, training, healthcare specialties, and be a gateway for international trade. Leverage the advantages of the Saigon and Dong Nai Rivers to establish the brand image of the city. Focus on exploiting underground spaces effectively along with optimizing urban land reserves. Explore the potential and advantages to develop the Thu Duc and Can Gio areas into new growth drivers for Ho Chi Minh City.

(3) Hai Phong City, Vietnam

Construct and develop Hai Phong City to become one of the leading cities in the country in industrialization and modernization; a driving force in the development of the Northern region and the entire country; possessing modern, intelligent, and sustainable industries; have synchronized, modern transportation infrastructure that connects conveniently domestically and internationally via road, rail, sea, and air; a focal point for logistics services; an international center for education, training, research, application, and development of science and technology, and maritime economy; continually improve the material and cultural living standards of the people to be on par with exemplary cities in Asia; ensure public order and social safety, and maintain national defense and security.

(4) Da Nang City

Construct and develop Da Nang City to become one of the major socio-economic centers of the country and Southeast Asia, serving as a hub for entrepreneurship, innovation, tourism, commerce, finance, logistics, high-tech industries, information technology, and supporting industries; a leading center for high-quality cultural and sports activities, education and training, healthcare, and science and technology in the country; a center for organizing regional and international events; an international coastal port city, a key urban area in the Central - Central Highlands economic zone; and an eco-friendly, modern, and smart city, a desirable living city with a solid political system, a pioneering government in innovation and development, with citizens enjoying high-quality living standards, friendliness, happiness, and creativity; ensuring national defense, security, and maritime sovereignty.

(5) Can Tho City

Construct and develop Can Tho City as an eco-friendly, civilized, and modern city with a distinct cultural identity of the Mekong Delta region; the central hub of the region for commercial services, tourism, logistics, high-tech agriculture, education and training, advanced healthcare, science, technology, culture, and sports; and the nucleus urban area of the Mekong Delta region.

(6) Thua Thien Hue Province

Construct and develop Thua Thien Hue Province into a centrally-governed city with a national heritage urban character, characterized by Hue's culture, heritage, ecology, intelligence, maritime orientation, adaptation, and sustainability; a major urban area with high-level economic development in the country; a Festival city, a national center for culture, tourism, education, science, technology, and specialized healthcare of the country and Asia; a safe, friendly, happy destination; in collaboration with Thua Thien Hue - Da Nang - Northern Quang Nam to form an international ecotourism, coastal resort, and world heritage cultural tourism urban region with high international stature in Asia-Pacific.

(7) Khanh Hoa Province

Construct and develop Khanh Hoa Province into a centrally-governed city based on maximizing its potential and advantages in maritime activities, as a smart, sustainable, characterful, and internationally connected urban area; an international marine service and tourism hub; a growth pole and central area of the South-Central Coastal region, the Central Highlands, and the country for maritime economy, high-tech industry, science and technology, and innovation; gradually build and develop a chain of international port service urban areas in conjunction with developing Van Phong Port and Cam Ranh to serve tourism and national defense.

Additionally, in the urbanization process, some provinces that have the Communist Party's policy and receive focused investment in construction, meeting the conditions and criteria for urban classification and administrative unit standards, will be considered for upgrading to become centrally-governed cities, playing a role as national level centers.
