On November 6, 2024, the Ministry of Home Affairs of Vietnam issued Decision No. 786/QD-BNV regarding the Regulations on the Implementation of Bonus Policies of the Ministry of Home Affairs.

Regulations on the implementation of bonus policies of the Ministry of Home Affairs of Vietnam

The Ministry of Home Affairs of Vietnam issued Regulations on the Implementation of Bonus Policies with criteria for bonus consideration and bonus amounts as follows:

Criteria for Sudden Bonus Consideration and Amounts

- Criteria for bonus consideration

Sudden bonuses apply to individuals subject to the provisions of Article 2 of these Regulations if they simultaneously meet the following criteria:

+ Complying well with the guidelines of the Vietnam Communist Party, policies, and laws of the State, and the regulations, rules, and internal regulations of the workplace.

+ No duties assigned are unfulfilled due to personal responsibility.

+ Achieving outstanding performance as prescribed in Clause 2, Article 3 of these Regulations.

- For outstanding achievements with contributions from multiple individuals, the maximum number for bonus consideration is 5 persons. The ratio of individuals receiving sudden bonuses in 1 year must not exceed 20% of the total number of people on the unit's payroll list.

- Determining the bonus amount

Based on the achievement reports of individuals within the unit, the head of the employing unit evaluates and scores the sudden achievements of each individual according to Form No. 02 attached to these Regulations. The score is based on the following main criteria: (1) the level of difficulty, complexity, and required professional qualifications of the assigned task; (2) the quality of the completed product or work; (3) completion progress (met/exceeded); (4) effectiveness, spreading effect, positive impact of the product, work; (5) the level of individual participation in executing the task.

The evaluation and scoring results of the head of the employing unit form the basis for proposing the bonus amount for each individual as stipulated in Clause 4 of this Article.

- Bonus amounts

Bonuses for individuals with outstanding achievements are awarded at 2 levels corresponding to the personal achievement scores obtained:

+ Individuals scoring from 5 to 8 points: Awarded an amount equal to 3 times the statutory pay rate/person/1 bonus occasion.

+ Individuals scoring over 8 to 10 points: Awarded an amount equal to 5 times the statutory pay rate/person/1 bonus occasion.

Criteria for Annual Regular Bonus Consideration and Amounts

- Criteria for bonus consideration

+ Annual regular bonuses for individuals subject to the provisions of Article 2 of these Regulations, with an evaluation result and quality classification in the year from completed task or higher.

+ The basis for bonus consideration is the Decision approving the evaluation results and quality classification of officials and public employees, and annual workers by the competent authority.

- Bonus amounts

+ Determining the total annual regular bonus fund

The total annual regular bonus fund is the remaining bonus fund at the end of the year, after subtracting the total sudden bonus funds already expended during the year according to regulations.

+ Determining the basic annual regular bonus amount

Basic annual regular bonus amount = Total annual regular bonus fund
(Number of individuals with an evaluation result, outstanding task completion classification) x 3.0 + (Number of individuals with an evaluation result, good task completion classification) x 2.4 + (Number of individuals with an evaluation result, task completion classification) x 1.0

+ Bonus amounts

++ Level 1 (individuals with outstanding task completion): Bonus amount equal to 3.0 times the basic annual regular bonus amount;

++ Level 2 (individuals with good task completion): Bonus amount equal to 2.4 times the basic annual regular bonus amount;

++ Level 3 (individuals with task completion): Bonus amount equal to 1.0 times the basic annual regular bonus amount.
