Regulations on developing general education curriculum in Vietnam from January 05, 2025​ (Image from the Internet)

On November 20, 2024, the Minister of Education and Training of Vietnam issued Circular 17/2024/TT-BGDDT, amending the Regulations on standards and procedures for constructing and revising the general education curriculum; the organization and operation of the National Council for the Appraisal of General Education Curriculum attached to Circular 14/2017/TT-BGDDT.

Regulations on developing general education curriculum in Vietnam from January 05, 2025​

The regulations on developing general education curriculum in Vietnam from January 05, 2025​ will be regulated as follows:

(1) Steering Committee, Secretariat Assisting the Steering Committee for the Construction and Development of the General Education Curriculum

- The Minister of Education and Training decides to establish the Steering Committee for the Construction and Development of the General Education Curriculum (hereinafter referred to as the Steering Committee) and the Secretariat assisting the Steering Committee.

- The Steering Committee is tasked with assisting the Minister in directing the construction and development of the general education curriculum.

- The Steering Committee comprises: the Head of the Committee, who is the Leader of the Ministry of Education and Training; Deputy Heads and members who are Leaders of units under the Ministry of Education and Training.

- The Secretariat assisting the Steering Committee includes Leaders and specialists from units under the Ministry of Education and Training.

(2) Committee for the Construction of the General Education Curriculum

- The Committee for the Construction of the General Education Curriculum is established by the decision of the Head of the Steering Committee.

- The Committee for the Construction of the General Education Curriculum consists of a sub-committee for the construction of the general framework and sub-committees for the construction of subject curricula.

Each subject curriculum sub-committee consists of a Head and members; each sub-committee has at least 5 members. The sub-committee for the construction of the general framework includes the Head and members who are the Heads of the subject curriculum sub-committees.

The Committee for the Construction of the General Education Curriculum includes members who are scientists, education experts, lecturers, and teachers.

- The Committee for the Construction of the General Education Curriculum is tasked with constructing the general framework and subject curricula according to the regulations in (3).

- The Committee for the Construction of the General Education Curriculum is accountable to the Steering Committee and the Minister of Education and Training for the quality of the general education curriculum.

- The operating regulations of the Committee for the Construction of the General Education Curriculum are issued by the Head of the Steering Committee.

(3) Process of Constructing the General Education Curriculum

- Draft the general framework and drafts of subject curricula.

- Collect feedback on the draft general framework and drafts of subject curricula.

- Perfect the draft general framework and drafts of subject curricula.

- Conduct experimental implementation of the draft curriculum, focusing on new content, methodologies, teaching organization forms, and conditions for curriculum implementation.

The implementation of experimental activities for the draft general education curriculum is conducted according to a plan approved by the Head of the Steering Committee.

- Organize the appraisal of the general framework and subject curricula as regulated in Articles 7, 8, 9, 10, and 11 of Circular 14/2017/TT-BGDDT.

- Collect feedback on the draft general education curriculum after appraisal.

- Continue to appraise, perfect the draft curriculum after appraisal, and issue the general education curriculum.
