In order to proactively respond to the storm and floods caused by no.3 typhoon (YAGI), the Prime Minister of Vietnam has issued Official Telegram 86/CD-TTg to direct ministries, central and local authorities in Vietnam.

On September 3, 2024, the Prime Minister issued Official Telegram 86/CD-TTg regarding the urgent deployment to respond to no.3 typhoon of 2024.

To proactively respond to the storm and rainstorms resulting from the storm, the Prime Minister of the Government of Vietnam requires:

(1) Ministers of relevant ministries and Chairpersons of People's Committees of the mentioned localities to proactively monitor forecast information and storm, rain, flood developments, promptly direct, and deploy response tasks according to the "four on-site" principle under their authority and duties assigned, ensuring no passivity or surprise occurs to protect human lives and minimize property damage for the people.

(2) Chairpersons of People's Committees of provinces and centrally managed cities, based on the actual situation and potential impacts of the storm and floods, should proactively and promptly inform, direct, and guide the people in responding to the storm, floods, including:

- Focusing on ensuring safety for activities on seas and islands:

+ Organize reviews, counts, proactive information, and guidance for vessels (including fishing boats, transport ships, and tourist boats) still operating at sea to avoid entering or to leave dangerous areas or head to safe shelters; take measures to ensure safety for ships at anchor points.

+ Review and implement safety measures for tourism activities, breeding, and fishing on the sea, river mouths, coastal areas ; decisively evacuate people from fish cages, guard huts to safe places before the storm directly affects.

+ Based on the specific situation, proactively decide to ban the sea for fishing boats, transport ships, and tourist boats.

- Ensuring safety in coastal and inland areas:

+ Proactively organize evacuations of people from unsafe houses, areas at risk of deep flooding, landslides, especially in river mouths and coastal areas.

+ Deploy safety measures to minimize damages to housing, warehouses, headquarters, public works, industrial zones, factories, dykes; protect agricultural production, prevent urban and industrial zone flooding.

+ Control travel, organize divisions, guide traffic, limit people on the roads during landfall, heavy rains to ensure safety.

- Ensuring safety in mountainous areas:

+ Proactively relocate and evacuate people from areas at risk of deep flooding, flash floods, landslides; prepare forces, vehicles, equipment, necessities per the "four on-site" principle to be ready to respond to any situation.

+ Check, proactively take measures to ensure safety for reservoirs and downstream areas; arrange regular forces to be ready to operate regulation and handle situations.

+ Control, guide safe traffic, especially through fords, flooded areas, swift-flowing water areas; proactively arrange forces, materials, vehicles to overcome incidents, ensure smooth traffic on main arteries.

+ Be ready with forces and vehicles to promptly conduct rescue operations and quickly remedy storms and flood aftermaths at agencies, units, localities.

(3) The Minister of Agriculture and Rural Development of Vietnam shall closely monitor the storm and flood situations, proactively direct and closely coordinate with the Ministry of Natural Resources and Environment, relevant ministries, central authorities, and local authorities to promptly and effectively implement works ensuring the safety of dykes, reservoirs, protect agricultural production, and aquaculture and seafood exploitation, promptly report and propose to the Prime Minister of the Government of Vietnam issues beyond authority.

(4) The Minister of Natural Resources and Environment shall closely monitor, increase forecasts, warnings, promptly inform about storm, rain, flood developments, risks of flash floods, landslides so that relevant agencies and people can proactively implement response measures.

(5) The Ministers of Defence and Public Security shall direct forces stationed in the areas to review response plans, proactively organize forces, vehicles ready to support localities in responding to the storm and floods, evacuate people, conduct rescue operations.

(6) The Ministers of Transport, Industry and Trade, and relevant ministries and central authorities according to state management functions and assigned tasks shall proactively direct and cooperate with localities to deploy measures ensuring safety of offshore oil activities, mineral exploitation, and electrical grid systems; operate safely hydroelectric reservoirs; ensure transportation safety according to regulations.
