On August 29, 2024, the Minister of Labor, Invalids and Social Affairs of Vietnam issued Decision 1335/QD-LDTBXH on the Implementation Plan for the Scheme on widening the model of Intergenerational self-help club in Vietnam for the 2024-2025 period.
To be specific, the Implementation Plan for the Scheme on widening the model of Intergenerational self-help club in Vietnam for the 2024-2025 period by the Ministry of Labor, Invalids and Social Affairs will have the following tasks and solutions:
(1) Training on the Implementation of the Scheme
- Objective: Ensure that officials working with the elderly at all levels, officials at the Elderly Association, club presidents, and club members understand the role of the Intergenerational Self-Help Club.
Assist agencies and units in establishing, organizing, and managing the Intergenerational Self-Help Clubs; help club presidents understand the operation and implementation of club activities; address issues encountered during activities that assist and promote the role of the elderly.
- Activities:
Organize 5 to 7 training sessions annually, prioritizing northern mountainous regions, Central Highlands, and Southwest regions, with the following main content:
+ Guide the establishment of new Intergenerational Self-Help Clubs; maintain and improve the established clubs to ensure both quantity and quality targets.
+ Guide the management of the Intergenerational Self-Help Clubs and deploy activities such as income generation; health care; home care volunteers; self-help, community support; rights and interests protection; communication; sports, cultural and artistic activities; resource mobilization.
+ Guide the inspection and monitoring of the duplication of the Intergenerational Self-Help Club model.
- Implementation Assignment:
+ Lead agency: Department of Social Protection
+ Coordination: Central Vietnam Elderly Association, localities, and related organizations.
(2) Inspection and Monitoring of the Scheme
- Objective: Ensure the implementation at the grassroots level follows the functions, duties, and legal regulations; ensure the activities of the Intergenerational Self-Help Club are purpose-driven and appropriately support target groups.
- Implementation:
Organize inspection and monitoring teams for the Scheme's implementation; inspect the Intergenerational Self-Help Club model in local areas.
- Implementation Assignment:
+ Lead agency: Department of Social Protection
+ Coordination: Central Vietnam Elderly Association, localities, and relevant agencies.
(3) Evaluation and Summary of the 5-Year Implementation of the Scheme
- Objective: Evaluate the implementation results, summarize, learn from experience, and expand the Intergenerational Self-Help Club model.
- Implementation:
+ Research, survey, and evaluate the Scheme's implementation.
+ Organize a workshop to summarize the 5-year implementation of the Scheme.
- Implementation Assignment:
+ Lead agency: Department of Social Protection
+ Coordination: Central Vietnam Elderly Association, localities, and relevant agencies.
When implementing the above content, it is necessary to ensure the following objectives and requirements:
- The issuance of the Scheme's Plan is constructed based on the tasks assigned to the Ministry of Labor, Invalids, and Social Affairs (Decision 1336/QD-TTg in 2020).
- The Plan aims to concretize the solutions mentioned in the Scheme with practical solutions linked to the Ministry of Labor, Invalids, and Social Affairs' implementation plan, cooperating with Central Vietnam Elderly Association and related agencies and localities to achieve and exceed the set targets.
- Promote proactive roles, coordinated synchronization among relevant agencies and units to mobilize maximum resources to achieve the set objectives and tasks.
