According to Official Dispatch 5432/SGDDT-GDTH, Ho Chi Minh City Department of Education and Training has provided guidance on the procedures for school transfers for the 2024-2025 school year for primary level.

On August 30, 2024, the Ho Chi Minh City Department of Education and Training issued Official Dispatch 5432/SGDDT-GDTH regarding guidelines for certain initial activities and preparation for the new 2024-2025 school year for the primary level.

The Procedures for school transfer for the 2024-2025 school year for primary level in Ho Chi Minh City, Vietnam are guided as follows:

Implemented according to the guidelines in Clauses 1 and 3, Article 36, Circular 28/2020/TT-BGDDT on the issuance of the Charter for primary Schools in Vietnam.

(1) Student transfer dossier

The school from which the student is transferring will guide the completion and certify the validity of the dossier. The receiving school will accept and manage the dossier. The dossier includes:

- Transfer request form from the student's parents or guardian;- Student's academic records;- Information on study materials, program progress, and a summary of the student's assessment results for conduct and academic performance as prescribed.- Individual education plan for students with disabilities (if applicable).

(2) Transfer procedures for domestic students

The procedures for transferring domestic students are as follows:

- The student's parents or guardian submit a transfer request form to the school to which the student is transferring;

- Within 3 working days from the date of receipt of the form, depending on the actual conditions of the school, class size, and number of students, the principal of the receiving school will give an opinion on accepting the student on the form. If not accepted, the reason must be clearly stated on the form and returned to the student's parents or guardian in the manner the form was received.

- Once the opinion on acceptance from the receiving school is obtained, the student's parents or guardian submit the transfer request form to the school from which the student is leaving. Within no more than 3 working days from the date of receipt of the form, the principal of the departing school is responsible for returning the student's dossier.

- The school from which the student is transferring will guide the completion and certify the validity of the dossier. The receiving school will accept and manage the dossier and arrange a class for the student.

(3) Transfer procedures for students of primary school age returning from abroad or transferring from international schools to public schools

The procedures for transferring students of primary school age returning from abroad or transferring from international schools to public schools are as follows:

- The student's parents or guardian submit a transfer request form to the school to which the student is transferring;

- Within no more than 3 working days from the date of receipt of the form, the principal of the receiving school will give an opinion on accepting the student on the form. If not accepted, the reason must be clearly stated on the form and returned to the student's parents or guardian in the manner the form was received.

- If the student is accepted, within no more than 7 working days from the date of receipt of the form, the principal of the primary school will establish a council, conduct an assessment of the student's level, place them in the appropriate class, issue academic records, and accept and manage the student's dossier as prescribed.

Primary school students' study hours for the 2024-2025 school Year in Ho Chi Minh City, Vietnam

The principal proactively arranges the school's plan, builds a flexible timetable, ensuring a minimum of 7 periods each day, encouraged to have 4 periods in the morning and 3 periods in the afternoon.

In addition to the 7 periods in the daily educational program, the school may develop a School Program and organize additional activities based on the needs and capacities of the students and agreements with the students' parents.

After school hours each day, the school may organize after-school clubs until the students are picked up. These plans must be approved by the competent authority before implementation.

The school must ensure the following daily time frame:

- For classes with two sessions per day:

+ The first period in the morning starts from 7:30 am and no later than 7:45 am;

+ The first period in the afternoon starts no earlier than 1:30 pm.
