Registration fees for domestically manufactured and assembled automobiles from September 1, 2024 to November 30, 2024; standards and recipients of Excellent Labor Collective Titles of the Office of the Government of Vietnam; etc., are notable contents that will be covered in this bulletin.

1. Registration fees for domestically manufactured and assembled automobiles in Vietnam from September 1, 2024 to November 30, 2024 

On August 29, 2024, the Government of Vietnam promulgated Decree No. 109/2024/ND-CP on registration fees for domestically manufactured and assembled automobiles, trailers or semi-trailers towed by automobiles, and equivalents.

According to the Decree, the firs-time registration fees for domestically manufactured and assembled automobiles, trailers or semi-trailers towed by automobiles, and equivalents are as follows: 

- From the effective date of Decree No. 109/2024/ND-CP to the end of November 30, 2024: the registration fees shall be 50% of the fees prescribed in Decree No. 10/2022/ND-CP or current Resolutions of the People’s Councils or current Decisions of the People’s Committees of provinces and centrally affiliated cities regarding local registration fees and documents on amendments or replacement (if any). 

- From December 1, 2024 onwards: registration fees shall comply with Decree No. 10/2022/ND-CP, current Resolutions of the People’s Councils, or current Decisions of the People’s Committees of provinces and centrally affiliated cities regarding local registration fees and documents on amendments or replacement (if any). 

Decree No. 109/2024/ND-CP is effective from September 1, 2024 to the end of November 30, 2024. 

2. Principles of management, use, and utilization of houses and land assigned to organizations managing and trading houses for management and utilization in Vietnam from October 15, 2024 

On August 23, 2024, the Government of Vietnam promulgated Decree No. 108/2024/ND-CP on the management, use, and utilization of houses and land that are public assets not for accommodation assigned to organizations in charge of managing and trading local houses for management and utilization.

According to the Decree, principles of management, use, and utilization of houses and land assigned to organizations managing and trading houses for management and utilization are as follows: 

- The management, use, and utilization of houses and land shall guarantee effectiveness, resolve the demands for houses and land serving local socio-economic development tasks, and ensure publicity, transparency, and compliance with the law. 

- The assignment of houses and land to organizations managing and trading houses for management and utilization shall be performed by recording the increase in assets and asset values, excluding state capital at enterprises.  

- Organizations managing and trading houses, organizations and individuals leasing houses, and agencies, organizations, and units with temporarily allocated houses and land shall adequately carry out the responsibilities prescribed in Articles 28, 29, and 30 of Decree No. 108/2024/ND-CP.

- The management, use, and utilization of houses and land shall be supervised, inspected, and audited according to the law; any violation against the law on the management, use, and utilization of houses and land shall be promptly detected and strictly handled under the law. 

Decree No. 108/2024/ND-CP comes into force as of October 15, 2024. 

3. Standards of urban administrative divisions formed after arrangement in specific cases in Vietnam during 2023-2025 

This is a content of Resolution No. 50/2024/UBTVQH15 on contents relevant to the assurance of requirements for urban classification and standards of administrative divisions for the arrangement of administrative divisions of districts and communes during 2023-2025 approved by the Standing Committee of the National Assembly of Vietnam on August 22, 2024. 

Specifically, during the arrangement of administrative divisions of districts and communes during 2023-2025, the following regulations may be applied to consider and assess standard compliance of urban administrative divisions formed after the arrangement: 

- Exemption from assessment of the standards of the structure and level of socio-economic development and standards concerning the level of urban infrastructure development for districts and wards formed after the arrangement in case of the whole merger or partial adjustment to the natural area and population scale of wards with wards and districts with districts; 

- Exemption from assessment of the standards of affiliated wards when such wards do not have any change to their administrative boundaries in case of arranging urban administrative divisions of districts; 

- Exemption from assessment and recognition of standards concerning the level of urban infrastructure development for commune-level towns expected to establish wards in case of arranging urban administrative divisions of districts with expanded urban areas in conformity with the approved urban planning; 

- Where communes subject to the arrangement determined to be in urban areas of cities or district-level towns are determined in decisions on recognition of urban types and only capable of merging with wards because they cannot be arranged with any other rural administrative division, it is permitted not to assess the criteria for urban classification for cities and district-level towns and assessment of standards concerning the level of infrastructure development for wards formed after the arrangement. Where the decisions on recognition of urban types do not specify urban areas, the approved urban master planning shall prevail.

4. Standards and recipients of Excellent Labor Collective Titles of Office of Government of Vietnam  

On August 28, 2024, the Office of the Government of Vietnam promulgated Circular No. 01/2024/TT-VPCP on guidelines on the Law on Emulation and Commendation 2022 within the scope of functions, tasks, and entitlements of the Office of the Government of Vietnam.

According to the Circular, standards and recipients of Excellent Labor Collective Titles of the Office of the Government of Vietnam are as follows: 

- Excellent Labor Collective Titles shall be annually awarded to collectives meeting the standards prescribed in Clause 1 Article 27 of the Law on Emulation and Commendation 2022

- Recipients of Excellent Labor Collective Titles include: 

+ Departments; 

+ Web Portals of the Government of Vietnam, National Convention Center, 37 Hung Vuong Convention Center, La Thanh Hotel, and Reunification Hall;

+ Office of the CPV Designated Representation of the Government of Vietnam, Offices of CPV committees, and Offices of Trade Unions and Youth Unions; 

+ Divisions and equivalents affiliated with units prescribed in Points a and b Clause 2 Article 4 of Circular No. 01/2024/TT-VPCP.

Circular No. 01/2024/TT-VPCP comes into force as of August 28, 2024. Decision No. 1010/QD-VPCP dated November 11, 2014 of the Minister, Head of the Office of the Government of Vietnam shall be annulled from the effective date of Circular No. 01/2024/TT-VPCP.
