The Prime Minister of the Government of Vietnam assigned Hanoi to select 2-3 new urban areas in the locality to implement the pilot model for development of smart urban areas.

According to Announcement 414/TB-VPCP dated September 12, 2024, at a chaired meeting with the Standing Committee of the Hanoi Party Committee regarding the socio-economic development situation in 2024 and the direction for future tasks. Amid the nationwide context of more challenges and difficulties than opportunities and advantages, the Communist Party, government, and people of Hanoi have shown great determination, significant efforts, and decisive actions, united under the motto “collaborative effort, unanimous voice, unity from top to bottom, seamlessly coordinated”; mobilizing the strength of the entire political system, with the positive participation of the populace and business community; continually innovating in thought and methodology with the spirit that “resources stem from thinking and awareness; motivation arises from innovation and creativity; strength originates from the people and businesses.” Thus, the economy has recovered and grown positively, and state budget revenues have increased significantly. The work on building and perfecting institutions has been actively implemented, especially the Capital Law (amended). Mobilizing and effectively utilizing social sources; promoting private investments, and attracting FDI has been strengthened. Public investment has essentially overcome the situation of being spread thin. Digital transformation, digital economy development, and digital society have continued to progress. Urban planning, construction, management, and development have been prioritized and have seen positive shifts towards smart, green, and sustainable directions. The new rural construction program and poverty reduction have achieved positive results.

After concluding on viewpoints and key tasks and solutions for the upcoming period, the Prime Minister of the Government of Vietnam provided opinions on several proposals from the city of Hanoi, including allowing the pilot implementation of a smart urban development model in several urban areas within the city of Hanoi; assigning Hanoi to select 2-3 new urban areas for piloting smart urban development; guiding related content on standards, criteria for identifying smart cities, and investment mechanisms.

The Ministry of Construction is assigned to lead and collaborate with the Ministries of Information and Communications, Natural Resources and Environment, Finance, Planning and Investment, and other related ministries to research Hanoi’s proposals to advise and propose compliant actions according to the law, and report to the Prime Minister of the Government of Vietnam in September 2024; simultaneously guiding the City on related content regarding standards, criteria for identifying smart cities. The Ministry of Planning and Investment will guide the City on related content regarding investment mechanisms.

Additionally, regarding the Adjustment Plan for the General Planning of Hanoi Capital to 2045, with a vision to 2065: The Prime Minister directs the People's Committee of Hanoi to promptly complete the project dossier according to legal regulations on urban planning and send it to the Ministry of Construction; the Ministry of Construction is to complete the appraisal and report to the Prime Minister of the Government of Vietnam in September 2024.

Regarding allowing the implementation of urban redevelopment projects in certain areas within the inner-city districts, to plan, arrange, and reorganize the population, allocate land funds for constructing facilities that create resources for socio-economic development, while forming synchronized and modern residential areas and housing complexes:

The People's Committee of Hanoi is to incorporate these contents into the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, and the Adjustment Plan for the General Planning of Hanoi Capital to 2045, with a vision to 2065 in accordance with the law.
