The Ministry of Home Affairs of Vietnam has issued Report 219/BC-BNV on January 11, 2025, supplementing and finalizing the Plan to streamline and reorganize the governmental structure of the Government of Vietnam.

List of 5 Ministries in Vietnam retaining their original names after the merger according to Report 219​

Based on opinions from the Politburo at Document No. 13038-CV/VPTW dated January 10, 2025, from the Office of the Central Committee of the Communist Party regarding the conclusions of the Politburo meeting on January 10, 2025, on the plan to streamline and reorganize the government structure of the Government of Vietnam, the Ministries subject to merger will retain their names as follows:

- Retain the name Ministry of Finance after the merger of the Ministry of Planning and Investment and the Ministry of Finance.

- Retain the name Ministry of Home Affairs after the merger of the Ministry of Labor, War Invalids, and Social Affairs and the Ministry of Home Affairs.

- Retain the name Ministry of Construction after the merger of the Ministry of Transport and the Ministry of Construction.

- Retain the name Ministry of Science and Technology after the merger of the Ministry of Information and Communications and the Ministry of Science and Technology.

- Retain the name Ministry of Culture, Sports and Tourism after acquiring the state management function over the press from the Ministry of Information and Communications.

It is known that according to Plan 141/KH-BCDTKNQ18 in 2024 directing the streamlining and reorganization of the governmental structure of the Government of Vietnam, issued by the Steering Committee for the review of the implementation of Resolution 18-NQ/TW, the proposed names for the merged Ministries are as follows:

(1) Merger of the Ministry of Planning and Investment and the Ministry of Finance. The expected name of the Ministry after reorganization is the Ministry of Finance and Development Investment or the Ministry of Economic Development (performing state management functions over industries and fields currently assigned to the Ministry of Finance and the Ministry of Planning and Investment).

(2) Merger of the Ministry of Transport and the Ministry of Construction. The expected name of the Ministry after reorganization is the Ministry of Infrastructure Development or the Ministry of Transport and Urban, Rural Construction (performing state management functions over industries and fields currently assigned to the Ministry of Transport and the Ministry of Construction).

(3) Merger of the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development. The expected name of the Ministry after reorganization is the Ministry of Agriculture and Natural Resources, Environment (performing state management functions over industries and fields currently assigned to the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development), resolving overlaps in the management of water resources, river basins, and biodiversity.

(4) Merger of the Ministry of Information and Communications and the Ministry of Science and Technology. The expected name of the Ministry after reorganization is the Ministry of Science, Technology, and Digital Transformation or the Ministry of Science, Technology, Digital Transformation, and Communications (performing state management functions over industries and fields currently assigned to the Ministry of Information and Communications and the Ministry of Science and Technology).

(5) Merger of the Ministry of Labor, War Invalids, and Social Affairs and the Ministry of Home Affairs into the Ministry of Home Affairs and Labor and transfer the state management function over vocational education to the Ministry of Education and Training, transfer the state management function over social protection, children, prevention, and combat of social evils to the Ministry of Health.

Also according to Report 219/BC-BNV, it is expected to establish the Ministry of Ethnic and Religious Affairs based on the Ethnic Committee assuming additional functions, tasks, and organizational structure of state management over religion from the Ministry of Home Affairs.

Other Ministries and sectors continue to retain their names as proposed in Report No. 3792-BC/BCSDCP dated December 31, 2024, by the Party Committee of the Government of Vietnam, specifically: Ministry of Agriculture and Environment, Ministry of Foreign Affairs, Ministry of Health, Ministry of Education and Training, Ministry of National Defense, Ministry of Public Security, Ministry of Justice, Ministry of Industry and Trade, Office of the Government of Vietnam, Government Inspectorate of Vietnam, State Bank of Vietnam, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Television, Voice of Vietnam, Vietnam News Agency.
