On August 14, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 4324/BGDDT-CNTT regarding the guidance on the tasks of applying information technology, digital transformation, and educational statistics for the academic year 2024-2025.

In executing the task plan and key solutions for the academic year 2024-2025 of the Education sector, the Ministry of Education and Training of Vietnam guides the implementation of tasks for applying information technology, digital transformation, and educational statistics for the academic year 2024-2025 as follows:

(1) Digital transformation in teaching, learning, and assessment

Effectively implement Circular 09/2021/TT-BGDDT dated March 30, 2021, by the Minister of Education and Training, which regulates the management and organization of online teaching in general education and continuing education institutions, paying attention to deploy the following contents:

- Maintain and maximize the use of Learning Management System (LMS) software in online teaching activities to become an essential daily educational activity for every teacher and every learner.

- Organize the development of digital learning materials, contribute, and effectively utilize the Shared Learning Resources Repository of the Ministry in organizing teaching and assessment.

- Strengthen regular online assessments; conduct periodic computer-based assessments in areas where there is demand and ensure implementation conditions.

- Regularly organize training to enhance digital skills for teachers; prioritize training on practical job-related content such as: applying teaching software, developing digital learning materials, electronic lesson plans, organizing online teaching, and applying artificial intelligence in teaching and learning activities.

- Review, invest in, and procure additional computers to meet the requirements of teaching Informatics; procure equipment for developing digital learning materials and online teaching.

- Continue effective implementation of the electronic library system (including library management software and digitized database of books and resources for teaching, nurturing, caring, and educating children), ensuring interconnected sharing of digital learning resources among educational institutions, educational management staff, and teachers.

- Deploy solutions to ensure a safe digital educational environment in schools.

(2) Digital transformation in managing educational institutions and building educational databases

- Continue deploying school management software to 100% of educational institutions, implementing at least the following modules: learner management (records, learning and training results, study records, health), staff management, asset management (including the minimum teaching equipment list, service houses for teachers, classrooms, clean water, sanitation facilities), school health, finance (cashless payment); ensuring smooth connectivity with the education sector's databases.

- Advise local leadership to allocate resources to deploy digital learning records in general education; build databases of diplomas and certificates towards implementing digital diplomas and certificates and publicly disclose information on the issuance of diplomas and certificates according to the regulations of the Ministry of Education and Training.

- Develop and complete databases according to Circular 42/2021/TT-BGDDT, focusing on deploying the following tasks:

+ Continue expanding the education sector's databases, connecting with national databases to enhance utility and efficiency in educational management (databases on preschool education, continuing education, physical education, ethnic education, political student affairs, facilities, and digital transformation).

+ Organize data updates in the education sector's database systems to ensure the provision of complete, accurate, and prompt information as requested by the Ministry of Education and Training; complete the update of personal identification numbers for teachers and learners; fully update learners' academic results on the education sector's database each term; especially complete the information of 12th-grade students for the high school graduation exam and the admission process to universities, colleges in preschool education, and the information of students for entrance examinations (grades 6 and 10 at ethnic boarding schools).

+ Upgrade and deploy the literacy eradication information system based on connecting and inheriting existing data from the national residential database and the education sector's database.

+ Strictly implement educational statistical reporting policies for preschool, general, and continuing education at the School/Center, District, Department of Education and Training levels (beginning and end of the academic year), timely, complete, and accurate content according to the regulations on educational sector statistical reporting policies, regulations on periodic reporting policies within the state management scope of the Ministry of Education and Training, and ad-hoc reporting as required by the Ministry of Education and Training.
