On August 12, 2024, the Politburo issued Conclusion 91-KL/TW to continue the implementation of Resolution 29-NQ/TW, dated November 04, 2013 by the Central Executive Committee of the Communist Party, Session XI "On basic and comprehensive renovation of education and training, meeting the requirements of industrialization and modernization within the socialist-oriented market economy and international integration," which includes mentions of teachers' salaries in Vietnam.
Specifically, the Politburo requires all levels of party committees, authorities, the Vietnam Fatherland Front, and socio-political organizations to focus on effectively implementing tasks related to teachers in Vietnam as follows:
- Develop, improve the quality, and standardize the contingent of teachers and educational management staff at all levels; ensure the adequate number of teachers according to regulated standards; study mechanisms and policies for the transfer and rotation of teachers among localities to fundamentally resolve the situation of excessive or insufficient teachers and improve the quality of education in difficult areas.
- Innovate state management of teachers in a synchronized manner, linking with professional and quality management.
- Strongly innovate mechanisms, policies of recruitment, employment, training, compensation, and use of talents working in the Education sector; implement the policy of giving teachers' salaries the highest priority within the administrative and professional salary scale system, along with additional allowances depending on the nature of the job and region.
- Promote democracy, respect for creative freedom, academic specialization, and emphasize ethics and responsibility of teachers.
Moreover, the Politburo also requires continued improvement of comprehensive education quality at all levels of preschool, general education, continuing education, and political, ideological education for students.
This includes issuing and effectively implementing a new preschool education program with advanced content and methods suited to practical conditions; gradually implementing universal preschool education for children aged 3 and 4; strictly managing non-public preschool educational institutions, especially child care groups, kindergarten classes, and independent preschools.
Continue to complete and effectively implement the new general education program, focusing on strongly innovating teaching and learning methods towards promoting the activeness, proactiveness, and creativity of both teachers and learners; comprehensively developing learners' capacity and quality.
Implement a unified national general education program, with each subject having one or a few textbooks and socializing the compilation of textbooks; implement 9-year compulsory education.
Develop diverse content and forms of continuing education to meet lifelong learning needs of people. Reduce the illiteracy rate in especially difficult areas and among ethnic minorities.
Innovate and improve the quality of political, ideological, moral, lifestyle, life skills, national defense, and security education, linked to building and promoting Vietnamese cultural values and human values.
Promote the implementation of school culture construction, paying attention to educating students on patriotism, national pride and self-respect, arousing the aspiration to contribute to the development of a prosperous and happy country.
Strengthen school counseling and career guidance; enhance the coordination between family, school, and society in educating students.
