The article below will address new regulations on the conditions for opening undergraduate training programs in Vietnam from January 5, 2025.

On November 20, 2024, the Minister of Education and Training of Vietnam issued Circular 16/2024/TT-BGDDT amending Circular 02/2022/TT-BGDDT on conditions, procedures for opening training programs, and suspension of training program activities for bachelor's, master's, and doctoral degrees.
A training institution opening a undergraduate training program must meet the general conditions for opening a training program as stipulated in Article 3 of Circular 02/2022/TT-BGDDT (amended by Circular 16/2024/TT-BGDDT) and the following specific conditions for the entire course at the time of submitting the application for opening the training program:
(1) Have at least one Ph.D. in a relevant field who is a full-time lecturer, not overlapping with full-time lecturers meeting the conditions for opening undergraduate training programs of other fields (in case the proposed field is a multi-discipline field or an interdisciplinary field arranged into different groups, each composite field must have at least one Ph.D. in a relevant field as a full-time lecturer), with at least 3 years of experience in educational management or bachelor-level teaching, responsible for leading the development and implementation of the training program.
(2) Have at least five Ph.Ds as full-time lecturers with appropriate expertise to lead the teaching program (including the Ph.D. stipulated in (1)), where each component of the training program must have lecturers with appropriate expertise to preside over the teaching. Particularly for teacher training in Vietnamese minority languages, Vietnamese Language, Literature and Culture, Foreign Languages, Literature and Culture, Physical Education and Sports training fields (as regulated in the Educational Training Statistics List), and Arts training field (as stipulated in Appendix I issued with Circular 02/2022/TT-BGDDT), there must be at least three full-time lecturers with relevant expertise.
(3) Have a team of lecturers to implement the training program (stipulated in point a, clause 2, Article 3 of Circular 02/2022/TT-BGDDT) ensuring coverage for the first two years of the training program and ensuring each module of the program has at least two appropriate-expertise lecturers, maintaining the student-to-lecturer ratio as regulated; having plans and methods for recruiting and developing the teaching team for subsequent years of the entire course so that from the 3rd year, at the latest, one year before the start of a new academic year, there must be a sufficient quantity and quality of lecturers to implement the program for each academic year of the course.
Specifically, for health, law, educational sciences, and teacher training fields (as regulated in the Statistics List of Training Fields), all lecturer conditions for implementing the entire training program must be satisfied at the time of submitting the application to open the training program.
(4) For health training fields, conditions (1), (2), (3) must be met and specific lecturer conditions must be ensured for each training field as regulated in Table 1, Appendix 2 issued with Circular 02/2022/TT-BGDDT. For law training fields, conditions (1), (2), (3) must be met and there must be at least three Ph.Ds with study fields in the Law sector.
(5) Conditions for facilities as stipulated in point b, clause 3, Article 3 of Circular 02/2022/TT-BGDDT must ensure sufficient coverage for the first two years of the training program and must have plans and methods for investing in facilities, equipment procurement for subsequent years of the entire course so that from the 3rd year, at the latest, one year before the start, sufficient facility conditions according to program requirements for each academic year of the course must be ensured.
Specifically, for health, law, educational sciences, and teacher training fields, all facility conditions must be satisfied for the entire course at the time of submitting the application to open the training program.
(6) For health training fields, conditions stipulated in clause 5 of this Article must be met and specific conditions for laboratories and practice rooms for each training field according to the provisions of Table 2, Appendix 2 issued with Circular 02/2022/TT-BGDDT must be ensured.
For law fields, conditions stipulated in (5) must be met and ensure the presence of a mock trial room and a legal practice (consultation) center.
(7) For fields training Vietnamese minority language teachers and Vietnamese minority languages that do not meet the conditions in (1), (2), (3), the institution builds a Scheme for opening the training field and sends it to the Ministry of Education and Training for review and decision based on the opinions of the advisory board established by the Ministry of Education and Training.
(8) Lecturers with appropriate expertise stipulated in (2) are those meeting the standards set in the training program standards and one of the following requirements:
- Have a Ph.D., master's degree in a relevant field according to clause 8, Article 4 of Circular 02/2022/TT-BGDDT;
- Have a Ph.D., master's degree in a field determined by the training institution's scientific and educational council to be suitable for presiding over at least two core modules in a program component, and have at least two years of direct experience in teaching these entire modules.
