Guidelines for developing road traffic safety patrol and control plan of the traffic police in Vietnam from January 1, 2025

The development of a plan for traffic safety patrols and inspections by the Traffic Police in Vietnam shall be conducted in accordance with the provisions of Article 10 of Circular 73/2024/TT-BCA as follows:

- The Director General of the Traffic Police Department advises the Minister of Public Security to issue the plan or directly issue such a plan for patrol, inspection, and handling of violations of road traffic order and safety nationwide, and decide on the form of public patrols and inspections combined with undercover operations as stipulated in Clause 2, Article 7 of Circular 73/2024/TT-BCA.

- The Director of Provincial Public Security promulgates a plan for patrol, inspection, and handling of violations of road traffic order and safety within the administrative boundaries of the province and decides on the form of public patrols and inspections combined with undercover operations as stipulated in Clause 2, Article 7 of Circular 73/2024/TT-BCA.

- The Head of Road and Railway Traffic Patrol and Inspection Guidance Department; the Head of Traffic Police Division; and the Head of District Public Security issue plans for patrol, inspection, and handling of road traffic order and safety violations within the assigned, delegated routes and areas as per the regulations of the Ministry of Public Security and the assignment and delegation decision of the Director of Provincial Public Security. They also make decisions on the form of public patrols and inspections combined with undercover operations as stipulated at Point a, Clause 2, Article 7 of Circular 73/2024/TT-BCA.

- Team Leaders of the following teams: Highway Traffic Police Team; Traffic Police Team; Road Traffic Police Team; Patrolling Team and Escort; Traffic Police and Order Team; Station Chief of Traffic Police Station develop weekly work plans and approve patrol and inspection plans for subordinate Traffic Police Units (as per the template prescribed by the Ministry of Public Security).

- Units and localities equipped with a database management system for patrolling and inspecting activities in an electronic environment shall carry out the development, approval, and storage of patrol and inspection plans electronically.
