Vietnam: Research and propose to adjust regional minimum wages in 2021

This is a notable content of the Notification No. 1/TB-VPCP 2020 on Conclusion of the online conference to evaluate the implementation of regulations on the working relationship between the Government and the Vietnam General Confederation of Labor and the issues of employment, living standards and working conditions of workers issued by the Government Office on January 01, 2021.

To be specific, the Notification No. 1/TB-VPCP of the Vietnam’s Government Office assesses the socio-economic development in the past year as follows:

- While the economies of many countries around the world are in decline, Vietnam's GDP growth is still expected to reach nearly 3% in 2020, which is considered one of the 16 most successful emerging economies in the context of Covid-19 pandemic.

- Developing the labor market, towards sustainable employment.

- Constantly improving living standards for workers.

The Vietnam General Confederation of Labor shall coordinate well with ministries, branches, Party committees, authorities, and employers to take care of union members and employees, especially union members and workers in difficult circumstances in remote, mountainous and ethnic areas to improve their material and spiritual life, especially on the annual Lunar New Year.

Concurrently, the Notification No. 1/TB-VPCP of the Vietnam’s Government Office also responded to some recommendations and proposals of the General Confederation. In which, about the adjustment of regional minimum wages in 2021 and the increase of minimum wages starting from July 1 every year, the Government replied as follows:

- The National Wage Council studies the proposal to adjust the regional minimum wage in 2021 and the minimum wage increase starting from July 1 every year by the Vietnam General Confederation of Labor.

- Assign the Ministry of Labor, War Invalids and Social Affairs of Vietnam to assume the prime responsibility for, and coordinate with relevant ministries and agencies in, assessing the socio-economic situation as a basis for proposing and reporting to the Government before the second quarter of 2021.

In addition to the content of the minimum wage increase, the Notification No. 1/TB-VPCP also responded to the General Confederation with a number of recommendations and proposals as follows::

- Regarding the implementation of the project on investment and construction of trade union institutions in Industrial Parks and Export Processing Zones:

Ministries, agencies, and the authorities of central-affiliated provinces and cities shall closely coordinate with the Vietnam General Confederation of Labor to implement the project on investment in building trade union institutions in the Industrial Park. The export processing zone complies with the provisions of Decision No. 655/QĐ-TTg dated May 12, 2017 of the Prime Minister approving the investment project to build the institution of the trade union of the Industrial Parks. Export Processing Zones and the Decision No. 1729/QĐ-TTg dated November 04, 2020 amending and supplementing the Decision No. 655/QĐ-TTg dated May 12, 2017 of the Prime Minister.

- Regarding the proposal to have specific regulations that public-service teachers' homes in remote, isolated and border areas must ensure conditions such as sanitation facilities and hygienic water when approving plans, schemes, and programs on school and classroom consolidation:

The Ministry of Education and Training of Vietnam is assigned to assume the prime responsibility for, and coordinate with concerned ministries and agencies in, summarizing and evaluating the Project on solidification of schools, classrooms and public houses for teachers in the 2014-2015 period. The roadmap to 2020, which determines the number of classrooms to be solidified, the list of works that need to be invested and built; synthesize, propose to solve arising problems during the implementation process, and report to the Prime Minister as a basis for formulating plans, schemes and programs for the next stages.

Thus, the Vietnam’s Government has assigned the National Wage Council to study the proposal to adjust the regional minimum wage in 2021 and the minimum wage increase starting from July 1 every year.
