Accordingly, the Circular clearly stipulates that subproject 2 is: Supporting the development of production along the value chain, growing areas of precious medicinal herbs, promoting business start-ups, start-ups and attracting investment in ethnic minority areas. minorities and mountainous areas. In which, expenditures to support the development of precious medicinal herbs growing areas are as follows:
- Support for advertising and branding costs of national and provincial key products: Support according to projects approved by competent authorities, up to 50% of the total cost of the operation and not more than 1 billion VND/project .
- Support enterprises to directly provide vocational training for on-the-spot workers: Support level of 02 million VND/month/1 employee, maximum support period 03 months/1 employee.
- Provide financial support to carry out scientific research projects, purchase technology copyrights, purchase technology or purchase results of scientific research and technological development to create new products, improve technology, reduce Environmental pollution, saving raw materials, fuel, and energy: The support level is 80% of the implementation cost, not exceeding 300 million VND/topic/copyright/technology/research results.
- Support up to 40% of the cost of transferring, applying new science and technology, applying technical processes and synchronous quality management in series, not exceeding 150 million VND/project.
- Support for varieties, materials, packaging and product labels for a maximum of no more than 03 crops or 03 production and exploitation cycles. The support level is 100% of the cost but not more than 126 million VND/ha.
- For projects of breeding centers with high technology application, the State will support once, up to 80% of the cost of original seed production, and 50% of the cost of commercial seed production.
In addition, supporting start-ups and attracting investment in ethnic minority and mountainous areas include:
- Support to build a business model, start a business:
+ Support 100% of contract costs for ordering institutes and universities to research, test and develop products and services, but not exceeding VND 30 million/contract and up to 05 contracts/model;
+ Support 75% of the cost of packaging design, labels, advertising, product branding, up to 150 million VND/model;
+ Support 50% of the cost of training to improve the level of technology and production techniques in the field, but not more than 30 million VND/training course, maximum 05 courses/model.
- Support for operating costs of projects "Centers to support business start-ups, start-ups and attract investment in ethnic minority and mountainous areas" at universities and Program Coordination Office under the Ethnic Committee:
+ Support to build website, database system, online support portal according to project or detailed outline approved by competent authority, maximum VND 01 billion/ center.
