The Ministry of Labor, Invalids and Social Affairs has just issued Official Dispatch 2287/LDTBXH-VPQGGN regarding the review and proposal of policies and support methods for multidimensionally deprived poor households.
Households with multidimensional poverty are essentially near-poor households. Therefore, they are entitled to current poverty reduction policies as near-poor households. The Ministry of Labor, Invalids, and Social Affairs proposes the following policies applicable to households with multidimensional poverty:
Support in Education and Training
This is an important social welfare policy with great significance in human resource training, especially for children of poor ethnic minority households. Thus, the Ministry proposes that children from households with multidimensional poverty (currently in school) shall enjoy all existing educational and training support policies as households with income poverty.
Support in Preferential Credit
Providing preferential credit loans is an effective livelihood support policy for the poor, helping many households rise out of poverty. Currently, the state has a policy of providing loans to poor households, near-poor households, and newly out-of-poverty households with preferential interest rates applied to each target group. To contribute to sustainable poverty reduction goals, the Ministry also proposes that households with multidimensional poverty that are still capable of labor (except for poor households under social protection) be eligible for the preferential credit loan policy for poor households.
Legal Assistance
According to the Ministry's proposal, implementation is in accordance with Decision 32/2016/QD-TTg dated August 08, 2016, by the Prime Minister of the Government of Vietnam on the policy of legal assistance to the poor and ethnic minorities in poor districts, poor communes, special-difficulty villages and hamlets during the period 2016 - 2020, and support for participation in typical complex litigation.
Additionally, there is a policy of health insurance support according to Resolution 40/NQ-CP dated May 10, 2017, on the regular Government meeting of April 2017, and the policy of support for production, replicating poverty reduction models stipulated in Decision 1722/QD-TTg dated September 02, 2016.
And other current poverty reduction policies apply as for near-poor households.
