This is the noteworthy content issued in Official Dispatch 1204/UBND-TH regarding the implementation of Directive 16/CT-TTg by the Prime Minister of the Government of Vietnam on urgent measures for the prevention and control of the COVID-19 pandemic.

To be specific, the City People's Committee requires the promotion of handling documents via online public services at levels 3 and 4. Temporarily, do not accept applications directly from citizens and businesses (except for special cases decided by the heads of respective agencies and units).
In addition, the Official Dispatch clearly states that state agencies and units should organize for Vietnamese officials and public employees, workers to use information technology to work from home; only truly essential cases such as combat duty, epidemic prevention duty, agency duty, the provision of essential goods and services, handling of confidential documents, and other necessary tasks as required are to work at the office.
The City People's Committee regulates that the specific number of people working at the office is decided by the head of each agency or unit and must not exceed 1/3 of the total workforce to ensure the maintenance of the unit's tasks and city directives. Specifically, the city's armed forces and the health sector ensure 100% of the workforce is on duty.
The head of each unit shall be responsible to the Chairman of the City People's Committee if the unit fails to complete its tasks and shall bear responsibility for any infection of staff and employees due to non-compliance with the epidemic prevention regulations at the office.
