Below are the newest 06 national technical regulations regarding the telecommunications sector applicable from 2017 in Vietnam.
Issued together with Circular 26/2016/TT-BTTTT is the National Technical Regulation on earthing for telecommunications stations (QCVN 9:2016/BTTTT), effective from May 1, 2017, replacing QCVN 09:2010/BTTTT as stipulated in Clause 8, Article 1 of Circular 18/2010/TT-BTTTT.
This National Technical Regulation specifies technical requirements for earthing telecommunications stations, including requirements for the earthing system, indoor interconnection network, and interconnection of devices linking the two networks, applicable to telecommunications stations during design, construction, operation, and maintenance.
Telecommunications stations in this regulation include the following facilities:
- Switching and transmission centers;
- Data centers (datacenter);
- Fixed radio transceiver stations used in fixed radio services, mobile communications, aviation, maritime navigation, positioning, satellite broadcast, and amateur services;
- Broadcasting stations, television stations.
This National Technical Regulation does not apply to subscriber premises in Vietnam.
Issued together with Circular 27/2016/TT-BTTTT is the National Technical Regulation on ground-based radio equipment for aeronautical mobile service using amplitude modulation in the frequency band 117,975-137 MHz (QCVN 105:2016/BTTTT), effective from July 1, 2017.
This regulation applies to VHF radio transmitters and transceiver equipment with double sideband amplitude modulation (DSB AM), channel spacing of 8.33 kHz or 25 kHz for analog voice communication for ACARS.
The National Technical Regulation applies to ground-based base stations, mobile devices, portable devices, and handheld devices used on the ground. These radio devices can operate in all or part of the frequency band from 117.975 MHz to 137 MHz.
Issued together with Circular 28/2016/TT-BTTTT is the National Technical Regulation on glide path equipment for radio navigation aids (QCVN 104:2016/BTTTT), effective from July 1, 2017.
This National Technical Regulation specifies the technical requirements applicable to ground-based radio navigation aids operating in the frequency band from 328.6 MHz to 335.4 MHz.
Issued together with Circular 29/2016/TT-BTTTT is the National Technical Regulation on electromagnetic compatibility for ground-based radio equipment for aeronautical mobile service in the frequency band 117,975-137MHz (QCVN 106:2016/BTTTT), effective from July 1, 2017.
This National Technical Regulation specifies the EMC requirements, measurement conditions, evaluation criteria, and quality standards for ground-based base stations (including VDL Mode 2 and VDL Mode 4 base stations), mobile devices, portable devices, and handheld devices used in the ground-based aeronautical mobile service in the VHF band, and related ancillary equipment.
The devices within this regulation's scope have the following characteristics:
- Operate in the frequency range from 117.975 MHz to 137 MHz, with channel spacing of 8.33 kHz or 25 kHz;
- Use modulation techniques including DSB AM, AM A3E, GFSK, or D8PSK.
Issued together with Circular 30/2016/TT-BTTTT is the National Technical Regulation on GSM base stations (QCVN 41:2016/BTTTT), effective from May 1, 2017, replacing QCVN 41:2011/BTTTT as stipulated in Clause 5, Article 1 of Circular 29/2011/TT-BTTTT.
This National Technical Regulation specifies the technical requirements for GSM base stations operating in the frequency bands as specified in the table below:

Issued together with Circular 31/2016/TT-BTTTT is the National Technical Regulation on electromagnetic compatibility for Base Station, Repeater, and ancillary equipment of digital cellular telecommunications systems GSM, W-CDMA FDD and LTE (QCVN 103:2016/BTTTT), effective from June 1, 2017.
This National Technical Regulation specifies EMC technical requirements for:
- Base station in the GSM system;
- Base station in IMT-2000 CDMA direct spread W-CDMA FDD (UTRA FDD) systems;
- Base station in LTE (E-UTRA) systems;
- Repeater in the GSM system;
- Repeater in IMT-2000 CDMA direct spread W-CDMA FDD (UTRA FDD) systems;
- Repeater in LTE (E-UTRA) systems and related ancillary equipment.
