On June 1, 2017, the Ministry of Home Affairs issued Document No. 01/VBHN-BNV consolidating the detailed guidance and implementation of certain provisions of the Ordinance on Veterans.
According to regulations, veterans (CCB) are Vietnamese citizens who have participated in armed units fighting against foreign invaders to liberate the nation, performed international duties, built and defended the Fatherland, and have retired, transferred sectors, returned to civilian life, or been discharged.
Basis for confirming veterans status
- The confirmation of veterans is based on their records upon completion of in-service, discharge, return to civilian life, or retirement at the locality, presided over by the commune-level military authority where the veteran resides, in cooperation with the same-level Veterans Association for confirmation;- In case of lost records, the confirmation of veterans is conducted by the commune-level military authority where they enlisted in cooperation with the same-level Veterans Association to consider and verify their declarations and compile a list for the People's Committee where they enlisted to confirm;- The confirmation of veterans within agencies, organizations, and units is based on the records when receiving veterans into the agency, organization, or unit and is confirmed by that agency, organization, or unit.
Preferential policies and prioritized benefits
Veterans who are recognized as people with meritorious services to the revolution are entitled to preferential policies according to the law on preferential treatment for people with meritorious services to the revolution.
Veterans belonging to the following categories are prioritized for job creation, land allocation, forest allocation, and water surface allocation for production and business and participation in socio-economic development projects:
- Officers, professional soldiers, non-commissioned officers, soldiers, and defense civilian employees belonging to the Vietnam People's Army who have participated in combat, performed international duties, directly served in combat in the period of construction and defense of the Fatherland;- Officials and soldiers of the civil defense force who have participated in combat, directly served in combat in military units according to the establishment decision or assignment from competent authorities after April 30, 1975;- Officers, professional soldiers who have completed in-service duties during the period of construction and defense of the Fatherland who have returned to civilian life, retired, or transferred sectors.
Veterans of working age are prioritized for:
- Vocational training;- Job creation;- Employment in agencies, organizations, and units suitable for their health and training expertise;- Labor export.
Veterans classified as poor according to the standards are entitled to:
- Priority issuance of health insurance cards and medical examination and treatment according to health insurance policies;- Priority loans from preferential capital sources of the Social Policy Bank for production, business, and services to eliminate poverty and reduce hunger.
Veterans who participated in campaigns before April 30, 1975, or fought to defend the Fatherland, performed international duties in Cambodia, and assisted Laos after April 30, 1975,:
- Enjoy health insurance policies according to legal regulations;- Upon death, funeral expenses are covered according to current social insurance laws.
Lonely veterans, with no support, and no income when they are past working age:
- Are prioritized for admission into social care centers for nurture and care;- Receive legal aid according to legal regulations.
When a veteran dies, local authorities, agencies, units, and mass organizations coordinate with the Veterans Association and the family to organize the funeral according to rituals;
Veterans in agencies working for the Veterans Association are nominated for training, further education, and participation in recruitment exams for central and local training schools to enhance their qualifications.
Document 01/VBHN-BNV consolidates the following Decrees:
- Decree 150/2006/ND-CP detailing and guiding the implementation of some articles of the Ordinance on Veterans;- Decree 157/2016/ND-CP amending and supplementing Decree 150/2006/ND-CP.
