Conditions, Dossier, and Procedures for Freelance Workers to Receive Support Due to Covid-19

On April 24, 2020, the Prime Minister of the Government of Vietnam signed and promulgated Decision 15/2020/QD-TTg stipulating the implementation of support policies for people facing difficulties due to the Covid-19 pandemic.

This Decision clearly states that employees without employment contracts who have lost their jobs are eligible for support under the following conditions:

- Lost their jobs and have an income lower than the near-poor standard as defined in Decision No. 59/2015/QD-TTg dated November 19, 2015 by the Prime Minister, during the period from April 1, 2020 to June 30, 2020;

- Legally residing in the locality;

- Working in the non-agricultural sector and in one of the following jobs: street vendors, small-scale traders without fixed locations, waste and scrap collectors, porters and goods transporters, two-wheeled motorbike taxi drivers, cyclo drivers, mobile lottery ticket sellers; self-employed or working for business households in the fields of food services, lodging, tourism, and health care.

Based on the conditions and actual situations, the provincial People's Committee may decide on other groups eligible for support besides the mentioned groups from the local budget and other lawful sources.

The funding source to support mobile lottery ticket sellers is ensured from the lawful financial resources of lottery companies and accounted for as expenses according to the guidelines of the Ministry of Finance.

The documentation and procedures for implementing the support are specified as follows:

Documentation: The application dossier as per Form No. 04 accompanying this Decision, submitted to the commune-level People's Committee after the 15th of each month. In cases where the employee's permanent and temporary residences are not within one province, if applying for support at the permanent residence, a confirmation from the commune-level People's Committee at the temporary residence about not applying for the policies under this Decision is required and vice versa.

Procedures:

- Within 05 working days, the commune-level People's Committee organizes a review and compiles a list of employees eligible for support with the participation of representatives from political-social organizations and publicizes it within the community; publicly posts the list of employees requesting support for 02 working days; compiles the list of eligible employees and sends it to the district-level People's Committee.

- Within 02 working days, the district-level People's Committee appraises and submits it to the Chairman of the provincial People's Committee.

- The Chairman of the provincial People's Committee approves the support list and funding; simultaneously directs the implementation of the support payment within 03 working days. If not approved, the Chairman of the provincial People's Committee must respond in writing and state the reasons.
