Cadres, civil servants, public employees doing social work in Vietnam eligible for monthly allowance of at least the base salary

Below is one of the notable content specified in Decision 112/QD-TTg on the Social Work Development Program for the 2021-2030 period on January 22, 2021 in Vietnam.

With the common goal of promoting the development of social work in all branches and levels suitable to the country's socio-economic development conditions in each period, in the Social Work Development Program The Association for the 2021–2030 period, promulgated together with Decision 112/QD-TTg of the Prime Minister of Vietnam, has set out specific goals to be achieved in each period as follows:

The period from 2021 to 2025:

(1) At least 60% of social assistance agencies, organizations, establishments, drug addiction treatment establishments, prisons, reform schools, judicial agencies, schools, hospitals, communes, wards, townships, and related units must assign and arrange for social work personnel. In which there are at least 1 to 2 cadres of civil servants, public employees, social workers with full-time, part-time titles, or social work collaborators with the minimum monthly allowance equal to the basic salary prescribed by the government.

(2) At least 30% of the cadres, civil servants, public employees, employees, and social work collaborators are working in communes, wards, townships, and establishments providing work services. In modern society, prisons, reform schools, the judicial system, the Labor-Invalids and Social Affairs branch, mass organizations, and socio-political organizations at all levels are trained and retrained to improve professional qualifications and train in social work skills.

(3) Achieve a structure of at least 50% of the plan's number of social assistance establishments, medical facilities, educational institutions, and other related establishments that provide social work services; the percentage of people in difficult circumstances receiving counseling and support for social work in 2025 increased by 20% compared to 2020.

(4) Ensure that at least 85% of orphans, abandoned children, HIV/AIDS-infected children, toxic chemical victims, severely disabled children, and children affected by natural disasters and epidemics receive social assistance and appropriate social work services from socialized resources.

The period from 2026 to 2030:

(1) Continue to improve the legal environment for social work development to ensure synchronization, consistency, responsiveness, and an emphasis on international integration.

(2) Assign and arrange social work personnel in 90% of social assistance agencies, organizations, establishments, drug addiction treatment establishments, prisons, reform schools, judicial agencies, schools, hospitals, communes, wards, townships, and relevant units. In which there are at least 1 to 2 cadres of civil servants, public employees, social workers with full-time or part-time titles or social work collaborators with the minimum monthly allowance equal to the basic salary prescribed by the government.

(3) Achieve a structure of at least 60% of the plan's number of social assistance establishments, medical facilities, educational institutions, and other establishments that provide social work services; the proportion of people in difficult situations receiving counseling and support for social work and case management increased by at least 30% compared to 2025.

(4) Ongoing professional development and retraining for 40% of cadres, public employees, employees, and social work collaborators working in communes, wards, townships, social work service providers, labor-invalids and social affairs sector, and related industries.

(5) Ensure that at least 90% of orphans are helpless; that abandoned children, children infected with HIV/AIDS, victims of toxic chemicals, severely disabled children, and children affected by natural disasters and epidemics receive social assistance and appropriate social work services from socialized resources.

Thus, it can be seen that, according to the above content, in the period of 2021–2030, if cadres, civil servants, and public employees at agencies, organizations, social assistance establishments, drug addiction treatment establishments, camps, prisons, reformatories, judicial agencies, schools, hospitals, communes, wards, townships, and related units assigned and arranged to do social work will receive a monthly allowance of at least equal to their base salary.

Note: The base salary in 2021, according to Vietnam's Resolution 128/2020/QH14, will be maintained at 1,490,000 VND/month as in 2020 until further notice.

At the same time, in order to realize the specific goals mentioned above, the Prime Minister has also set out eight main groups of tasks and solutions that need to be implemented in the 2021–2030 period.
