1. Owners of architectural works of value receive financial support for protecting the works

This is a noteworthy content stipulated in the Architecture Law 2019 passed by the National Assembly on June 13, 2019.

To be specific, according to Clause 4, Article 13 of the Architecture Law 2019, owners and users of architectural works listed as valuable have the following rights and obligations:

- Enjoy benefits from the protection, maintenance, restoration, and exploitation of the works;- Considered for state financial support for the protection, maintenance, and restoration of the works;- Protect, maintain, and restore the architectural values of the works; ensure the safety of the works during exploitation and use;- Not arbitrarily alter the external architectural form, structure, and premises of the works;- Promptly notify local authorities upon discovering signs of quality degradation or unsafe structures in the works.

2. Eight other revenues under the state budget managed by tax authorities

Tax Administration Law 2019 was passed by the National Assembly on June 13, 2019, and officially takes effect from July 1, 2020.

Other revenues under the state budget managed by tax authorities include:

- Fees and charges as stipulated in the Law on Fees and Charges;- Land use fees paid to the state budget;- Land and water surface rental fees;- Fees for mining rights;- Fees for water resource exploitation rights;- Proceeds from the sale of assets on land and transfer of land use rights as stipulated in the Law on Management and Use of Public Assets;- Proceeds from administrative penalties in tax and customs according to the law on handling administrative violations;- Late payment fees and other revenues as prescribed by law.

3. Salary and allowance regime for reserve military personnel effective from July 1, 2020

This is one of the noteworthy contents stipulated in the Law on Militia and Self-Defense Forces 2019 passed by the National Assembly on November 26, 2019.

To be specific, Clause 1, Article 30 of the Law on Militia and Self-Defense Forces 2019 prescribes salary and allowance policies for reserve military personnel as follows:

- Reserve military personnel working, studying, or employed in agencies or organizations and receiving salaries from the state budget will continue to be paid their full salary and allowances, benefits, travel allowances, and transportation costs. If the salary and allowances are lower than those applied in the People's Army, the People's Army unit will cover the difference.

- Reserve military personnel not belonging to the above-stated groups will receive a per diem allowance based on the basic salary of officers, professional soldiers, and active-duty military personnel or an allowance based on the military rank of non-commissioned officers and conscripts in active service; transportation costs and travel allowances as applicable to active-duty military personnel.

4. Elevation of the educational standards of teachers effective from July 1, 2020

This is a prominent content stipulated in the Education Law 2019 officially effective from July 1, 2020.

The educational standards for teachers effective from July 1, 2020, are as follows:

- Possessing an associate degree in pedagogy or higher for preschool teachers;- Possessing a bachelor's degree in a teacher training field or higher for primary, secondary, and high school teachers. In cases where the subject lacks teachers with bachelor's degrees in teacher training, a bachelor's degree in a relevant field, along with a certificate in pedagogy, is required;- Possessing a master's degree for university instructors; a doctoral degree for instructors and supervisors of master's theses and doctoral dissertations;- The educational standards for teachers in vocational education institutions are implemented according to the Vocational Education Law.
