At the end of 2019, the Government of Vietnam issued Decree 100/2019/ND-CP stipulating sanctions for administrative violations in the field of road and railway traffic, replacing Decree 46/2016/ND-CP. The fines for failing to carry/have documents when participating in traffic are stipulated in Decree 100/2019/ND-CP as follows:

Note: The above fines apply to the vehicle operator who commits the violation. In cases where the operator is not the vehicle owner, according to Article 30 of Decree 100, the vehicle owner will also be fined for the act of “Handing over or allowing a person without a suitable driver license to operate the vehicle in traffic” with the following fine levels:
- A fine ranging from 800,000 VND to 2,000,000 VND for individuals, and from 1,600,000 VND to 4,000,000 VND for organizations owning motorcycles.
- A fine ranging from 4,000,000 VND to 6,000,000 VND for individuals, and from 8,000,000 VND to 12,000,000 VND for organizations owning cars.
