Draft Law on Ensuring Traffic Order and Road Traffic Safety Prohibits Releasing Animals on Roads (Illustrative image)
In Article 34 of the Road Traffic Law 2008, it is stipulated that individuals leading animals on roadways must adhere to the following regulations:
- Individuals leading animals on roadways must ensure that the animals walk close to the edge of the road and maintain cleanliness; if it is necessary to cross the road, they must observe and only cross when it is safe.
- They are not allowed to lead animals into the lane designated for motor vehicles.
However, the Draft Law on Ensuring Traffic Order and Road Traffic Safety has added a regulation that prohibits individuals from releasing animals on roadways.
Thus, once the Draft Law on Ensuring Traffic Order and Road Traffic Safety is formally enacted, individuals leading animals on roadways must comply with the following regulations:
Article 16. Individuals Controlling, Leading Animals, or Driving Animal-Drawn Vehicles on Roadways
- Individuals controlling, leading animals, or driving animal-drawn vehicles on roadways must ensure that the animals walk close to the edge of the road and maintain cleanliness; if it is necessary to cross the road, they must observe and only cross when it is safe.
When stopping in the roadway, they must not obstruct other vehicles participating in traffic.
They are not allowed to lead animals into the lane designated for motor vehicles.
They are not allowed to release animals on roadways.
Currently, there are numerous traffic accidents involving animals being released on roads, which are very tragic and challenging to determine fault in such incidents. Therefore, the new draft law strictly prohibits releasing animals on the roads to identify the responsible parties.
