To be specific, according to the regulations at Section 3.1.d Part II of Resolution 27/NQ-TW, one of the contents of salary reform for officials and public employees and armed forces (public sector) is to extend the pilot mechanism to some provinces and cities directly under the Central Government that have balanced their budgets and ensured adequate resources for salary reform and social welfare policies, allowing additional average income up to 0.8 times the basic salary fund of officials and public employees under management.

This amount is paid based on the work performance of officials and public employees in each agency or unit, assessed by the Head of the unit. In Ho Chi Minh City, this amount is paid after quarterly and yearly work performance evaluations of each official and public employee.

It can be seen that, currently, the additional income is only applied in Ho Chi Minh City. With this reform content, in the near future, officials and public employees in general and teachers in particular in some provinces and cities directly under the Central Government will also be entitled to this additional income.

Additionally, according to this Resolution, the head of an agency, organization, or unit is authorized to use the annual salary fund and regular expenditure budget to hire experts, scientists, and individuals with exceptional talents to perform tasks for the agency, organization, or unit and decide the corresponding income for the assigned tasks. Moreover, they are to develop a regulation for periodic reward for individuals under their management, associated with the evaluation results and classification of task completion levels of each individual.
