Draft regulation on codes, standards for professional titles, appointment, and salary ranking of primary school teachers
This Draft stipulates that the professional titles of primary school teachers include:
- Primary school teacher rank III;- Primary school teacher rank II;- Primary school teacher rank I;- Primary school teacher rank IV.
In which, the professional titles of primary school teachers rank I, II, and III apply to teachers who have met the training standards as stipulated in point b, clause 1, Article 72 of the Education Law 2019, i.e., have at least a University degree in the field of teacher training or a University degree in appropriate subjects accompanied by a pedagogical skills certificate for primary school teachers and above. Meanwhile, primary school teacher rank IV applies to teachers who have not yet met the training standards under point b, clause 1, Article 72 of the Education Law 2019, including teachers subject to the roadmap to enhance training standards and teachers not subject to the improvement of training standards.
Currently, according to Inter-circular 21, the professional titles for primary school teachers in public primary schools within the national education system include three categories: Primary school teacher rank II - Code: V.07.03.07, Primary school teacher rank III - Code: V.07.03.08, Primary school teacher rank IV - Code: V.07.03.09.
According to this Draft, appointment to the professional titles of primary school teachers is regulated as follows:
- Public employees who have been appointed to the professional titles of primary school teachers according to Inter-circular 21 will be appointed to the professional titles mentioned in this Circular as follows:
+ Primary school teacher rank IV (code V.07.03.09) meeting the standards of rank III as stipulated in Article 4 of this Circular will be appointed to the professional title of primary school teacher rank III;
+ Primary school teacher rank III (code V.07.03.08) meeting the standards of rank II as stipulated in Article 5 of this Circular will be appointed to the professional title of primary school teacher rank II; primary school teacher rank III (code V.07.03.08) not meeting the standards of rank II as stipulated in Article 5 of this Circular will be appointed to the professional title of primary school teacher rank III;
+ Primary school teacher rank II (code V.07.03.07) meeting the standards of rank I as stipulated in Article 6 of this Circular will be appointed to the professional title of primary school teacher rank I; primary school teacher rank II (code V.07.03.07) not meeting the standards of rank I as stipulated in Article 6 of this Circular will be appointed to the professional title of primary school teacher rank II.
- Appointment to the professional title of primary school teacher rank IV for teachers who have not met the training standards.
- Public employees who are newly recruited, after completing the probationary period as regulated and are assessed to meet the requirements by the competent authority, will be appointed to the correct rank of the professional title they were recruited for.
According to this Draft, the salary classification for the above professional titles of primary school teachers will continue to be implemented according to Decree 204/2004/ND-CP, specifically applying the salary scale for professional fields and duties for public employees in State public service providers (Table 3) as follows:
- The professional title of primary school teacher rank III will apply the salary coefficient for public employees of type A1 (from a salary coefficient of 2.34 to a salary coefficient of 4.98);
- The professional title of primary school teacher rank II will apply the salary coefficient for public employees of type A2, group A2.2 (from a salary coefficient of 4.00 to a salary coefficient of 6.38);
- The professional title of primary school teacher rank I will apply the salary coefficient for public employees of type A2, group A2.1 (from a salary coefficient of 4.40 to a salary coefficient of 6.78);
- The professional title of primary school teacher rank IV will apply the salary coefficient for public employees of type B (coefficient from 1.86 to 4.06) for teachers with intermediate level education, and apply the salary coefficient for public employees of type A0 (coefficient from 2.10 to 4.89) for teachers with college-level education.
Thus, if this Draft is passed, in the near future, primary school teachers at public schools will receive salaries according to 4 ranks. In which, rank I will have the lowest salary coefficient of 4.40, rank II will have the lowest salary coefficient of 4.00, rank III will have the lowest salary coefficient of 2.34, and rank IV will have the lowest salary coefficient of 1.86 for teachers with intermediate level education, and 2.10 for teachers with college-level education.
Currently, primary school teachers at public schools receive salaries according to 3 ranks. In which, rank II has the lowest salary coefficient of 2.34, rank III has the lowest salary coefficient of 2.10, and rank IV will have the lowest salary coefficient of 1.86.
