This continues to be one of the noteworthy content in the Decree stipulating the roadmap for implementing the enhancement of the standard training levels for preschool, primary, and secondary school teachers, which is currently open for public consultation.

To be specific:, according to this Draft, preschool teachers who do not have a college degree in education or higher, primary and secondary school teachers who do not have a bachelor's degree in teacher training or an appropriate specialist bachelor's degree and a pedagogical vocational certificate must upgrade their qualifications according to the new regulations in the Law on Education 2019.
The funding for upgrading teachers’ qualifications shall comply with the current regulations on funding for training, fostering officials and public employees, in which, teachers participating in training to upgrade qualifications will be exempted from tuition fees. Meanwhile, the funding for the roadmap to upgrade teachers' qualifications is guaranteed from the financial resources of public service providers, funded by the state in accordance with the current budget allocation; contributions from teachers, and other sources of funds as prescribed by law.
"The current teaching staff is about 1.3 million, however, the number of forces that need to be retrained to upgrade the standards of preschool, primary and secondary levels is around 400,000 to 500,000 people," said Mr. Hoang Duc Minh, Director of the Department of Teachers and Education Management Personnel. Thus, it can be seen, in the near future, hundreds of thousands of teachers at different levels, including preschool, primary, and secondary school teachers, will have to take additional courses to meet the required standards and these teachers will be exempted from tuition fees if the content in this Draft is approved.
In addition, the Draft also specifically stipulates that teachers participating in training to upgrade their qualifications will be guaranteed the following benefits:
- To be facilitated by the managing and employing agency in terms of time and to be supported, funded for training according to regulations;
- To have training time counted as continuous working time;
- To receive 100% salary and other policies, allowances according to the provisions of the law;
- To be commended and rewarded for outstanding achievements in learning.
For female teachers and ethnic minority teachers, in addition to the above benefits, they will also enjoy the benefits according to the provisions of the law on gender equality and ethnic affairs.
Note, the roadmap for upgrading teachers' qualifications will be implemented from July 1, 2020, to December 31, 2030.
