This is one of the notable contents in Resolution 27/NQ-TW regarding wage policy reform for officials and public employees, armed forces, and workers in enterprises, which took effect from May 21, 2018.

To be specific, according to this content, from 2021, new unified salary policies will apply to officials and public employees, armed forces throughout the entire political system. To achieve this goal, one of the important reform contents is the design of a new salary structure including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). At the same time, a bonus fund (accounting for about 10% of the total annual salary fund, excluding allowances) will be added.
Thus, according to the spirit of this Resolution, from 2021, agencies and units will award bonuses to officials and public employees (including teachers at educational institutions) based on this reward fund. With the addition of a reward fund in the salary structure from 2021, it will ensure a unified reward payment for officials and public employees at agencies and units, avoiding the current situation of inconsistency.
In addition, according to this Resolution, a new salary table system will soon be established and issued based on job position, title, and leadership role to replace the current salary table system. The transition from the old salary to the new salary will ensure that it is not lower than the current salary being received. Specifically, a professional salary table based on the official grade and public employee professional title, applicable to officials and public employees who do not hold leadership positions, will be developed; each official grade and public employee professional title will have multiple salary levels according to the following principles:
- Same level of job complexity will have the same salary level;- Higher than normal labor conditions and job incentives will be implemented via job allowance policies.
To be specific, under the regulation in Resolution 27, the Education Law 2019, effective from July 01, 2020, also clearly regulates the salary arrangement for teachers as follows:
Article 76. Salary
Teachers are ranked according to their job position and professional labor; they are prioritized to receive specific job allowances according to the regulations of the Government of Vietnam.
Teachers will be paid according to their job position and the complexity of the profession starting in 2020.
